- INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for Siemens UniPOC software interface, licenses, and support for the Cincinnati VA Medical Center, 3200 Vine Street, Cincinnati, OH 45220. The Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to Siemens Healthcare Diagnostics, Inc., 511 Benedict Ave., Tarrytown, NY 10591. The associated North American Industry Classification System (NAICS) Code is 511210 Software Publishers, and the Business Size Standard is $41.5M. The VISN 10 network of eight (8) health care facilities is comprised of (7) medical centers and one (1) rehabilitation center. Two of the health care facilities are three (3) two-division campuses. These ten (10) health care sites support thirty-six (36) Community Based Outpatient Clinics. Like all health care facilities, VISN 10 is moving from the legacy VistA Electronic Medical Record (EMR) and moving to an Enterprise Cerner EMR. This move will require legacy systems to have their existing medical and laboratory devices interfaced and configured to communicate with Cerner. Siemens UniPOC is a middleware system for point of care devices that integrates with the electronic health record. Patient information will be transmitted from Cerner Millennium UniPOC. A separate ADT HL7 connection for each site is needed. ADT transactions will be sent from Millennium to UniPOC via HL7 ADT interface. Results will be sent from UniPOC to Cerner CareAware for posting within Cerner Millennium. Implementation services are needed around interface development, interface testing, and go live support. It is the Government s belief that Siemens Healthcare Diagnostics is the only vendor capable of providing the required software, as Siemens Healthcare Diagnostics has provided documentation attesting the software is proprietary to Siemens Healthcare Diagnostics, and they are the sole provider of the software licenses, updates and upgrades, and service and support. This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 11:59 PM Eastern Time, Sunday, May 8, 2022. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
