- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The DCANG intends to award a Sole Source contract to Paint Master USA Inc.�10204 Eisenhower LN, Great Falls, Virginia 22066-1705, for the inclusion of a transition room to the paint booth located in Building 3121 on Joint Base Andrews, MD. The current system does not have a designated changing area, which has resulted in a health hazard by allowing harmful chemicals to escape the contained area and disbursing them into the surrounding workshop. The clean room will allow users to safely put on and remove contaminated clothing prior to exiting the controlled area. The paint booth system is covered under an existing warranty provided by Paint Master USA, Inc. The system's insulated panels included a 10-year warranty, provided that the system was not modified or altered by any person or other organization. If the system is altered by any other entity other than the seller, the remaining warranty period will be void.�Voiding the warranty would put an undue risk on the government by making the customer responsible for the entire replacement cost of any panels that fail prior to warranty expiration.Therefore, it is in the government's best interest to sole-source this requirement to Paint Master USA in order to maintain the warranty and ensure compatibility with the existing Spray Tech system. (see attached Sole Source Justification). The DCANG will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i),Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source only. In accordance with FAR 5.102, the required justification documentation is attached. This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit responses to this notice by 4:00 PM EST, 18 May 2022 via email to reid.blosser.1@us.af.mil and stacey.little.1@us.af.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
