- Description
- The Naval Air Systems Command (NAVAIR) intends to execute a Justification and Approval (J&A) for Other Than Full and Open Competition, in accordance with 10 U.S.C. 3204(a)(1), FAR 6.302-1(a)(2)(iii), �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� The purpose of the J&A is to authorize and approve an increase to the funding �of Indefinite Delivery/Indefinite Quantity (lDIQ) contract N00019-19-D-0001 awarded on a sole source basis under to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, NY for the engineering, logistics, modifications, tooling, training, information management support and technical data services, in support of all H-60 Naval Hawk type model series under cognizance of PMA-299 and Multi Mission In-Service Support Team (MMHISST), Cherry Point, NC to include Foreign Military Sales (FMS) support. Specific performance requirements include, but are not limited to, support configuration management impact assessments resulting from Rapid Action Minor Engineering Changes (RAMEC) and ECP activity, preparation and submission of new or revised Support Equipment Requirement Documents (SERDs), Diminishing Resource Assessments, and assist with solving Fleet and Depot reported problems, perform technical analysis and provide results in Technical Reports, support Government led Engineering Investigations (Els) by providing the necessary engineering and facilities to teardown, identify problems, investigate cause, and provide recommendations for improvement, provide source data to support Government updates to technical publications, providing documentation to support supply, and technical support pertaining to common hand tools, peculiar and common ground support equipment and aid the Government in investigating the cause of accidents, mishaps, and material failures, provide design recommendations to correct safety defects or improve component or system reliability, for non-Performance Based Logistics (PBL) items, support in the preparation of Government developed bulletins by providing technical data investigations and Technical Publication Deficiency Reports (TPDRs), support Government led trouble report investigations to investigate failure cause, research potential solutions, make recommendations on improvements, and support implementation of corrective actions to include minor tasking like verbal or written clarification or substantiation of technical information, provide Engineering Technical Data and Change Documentation, prepare, maintain, revise and submit all drawings/models and documents which define the configuration of the item being updated, provide Interactive Electronic Technical Manuals (IETMS) Browser Support and IETMS Updates, provide support for Special Tooling (ST) and Special Test Equipment (STE) dispositioning, shipping, and disposal, provide avionics diagnostics software maintenance involving detection and distribution of software updates and patches between major releases, provide support for training systems updates. �LM RMS has been the sole source designer, developer, manufacturer, and systems integrator of the H-60 aircraft, which includes the SH-60B, SH-60F, HH-60H and MH-60R/S, since the competitive fly-off of the Blackhawk helicopter prototypes and subsequent award of production contract in December 1976. LM RMS is the only source with the requisite skilled personnel, manufacturing tooling, test equipment, and proprietary data to perform in-depth programmatic, engineering, and logistics of sustainment and repair activities. It possesses the unique engineering data, technical skills, established tooling, support equipment, facilities, and requisite knowledge of the design, fabrication, and production of the H-60 aircraft required to perform these efforts. As the current MH-60 manufacturer, LM RMS is the only Contractor able to provide to the USN the production line changes to components common with US Army UH-60 Black Hawk, and ensure alignment between USN and other services related to retrofit configurations. In addition, LM RMS is the only source with the requisite knowledge of the aircraft integrated weapon systems, mission systems, avionics, software and other subsystems, design, aircraft structural loads, safety factors, aerodynamic and structural appraisal of fatigue effects databases, unique operational performance, maintenance and support characteristics of the H-60 to meet the Government's future sustainment requirements. The period of performance is anticipated to run until 30 September 2024. Responsible sources may submit a capability statement, which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the H-60 Helicopter Program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include the company�s approach to accomplish this effort in support of the H-60 Helicopter Program. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
