- Description
- Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide for a radio fire alarm transmitter that has the equal performance and listing/approval requirements as a Kingfisher Radio Fire Alarm Transmitter. NAVFAC Pacific is working on a Class Justification and Approval (J&A) that would authorize the inclusion of brand-name specifications, under the authority of 10 U.S.C. 2304(c)(1), for Kingfisher Radio Fire Alarm Transmitters in solicitations for construction projects at Joint Base Pearl Harbor-Hickam, Hawaii and Naval Base Guam. NAVFAC Pacific uses the King Fisher fire alarm radio transmitter to operate with existing King Fisher fire alarm receivers. Currently, there is a Class J&A in place for King Fisher fire alarm radio transmitters, which expires on 10 July 2022. The existing fire alarm systems at Joint Base Pearl Harbor-Hickam, Hawaii and Naval Base Guam are King Fisher radio systems. NAVFAC Pacific is consolidating the remaining transmitter capacity at Joint Base Pearl Harbor-Hickam, Hawaii and Naval Base Guam under this market research. There are 252 remaining transmitters for Joint Base Pearl Harbor-Hickam, Hawaii and 100 remaining transmitters for Naval Base Guam that can be added on line. The requirements for the radio fire alarm transmitter are: 1. Equipment shall be listed or approved by a Nationally Recognized Testing Laboratory (NRTL) recognized by the United States Occupational Safety and Health Administration (OSHA) to operate as a system with the existing Base receiving equipment. Existing Base receiving equipment is a Factory Mutual Laboratories Approved Kingfisher Company KFRA-C Emergency Alarm Receiver. 2. Equipment shall utilize narrowband radio communication meeting the requirements of National Telecommunications and Information Administration (NTIA) Manual of Regulations and Procedures for Federal Frequency Management. This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes or an invitation for bid. The intent of this notice is to identify other potential sources for this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or that is vague. Please do not submit your company brochures. Please submit complete information via email to Mr. Nam Phan via electronic mail at nam.q.phan.civ@us.navy.mil no later 16 May 2022 at 3:00 p.m. H.S.T.
