- Wyoming Gate Upgrade for AT Compliance, KIRTLAND AIR FORCE BASE, BERNALILLO COUNTY, NEW MEXICO The proposed procurement is an Unrestricted Two Phase Best Value Request For Proposal (RFP), and thus open to large and small businesses. NAICS is 237310, with a size standard of $39,500,000.00. The magnitude of construction for this project will be between $10,000,000.00 and $25,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00 21 00 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 18 May 2022, with proposals due on or about 17 June 2022. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process. THE PROJECT consists of the replacement of the existing non-complying straight in-out entrance gate with new gate facilities meeting all current Anti-terrorism standards including new entry with fully complying steel gates, roadway curved to provide traffic calming, channeling guardrails, denial/exit lane, final denial barriers, new entry control building with canopy and restroom. This project will construct a new 200 SM visitor's center with reinforced concrete foundation and floor, insulated reinforced split faced concrete block exterior walls and standing seam metal roof, complying with Kirtland Architectural Compatibility Plan, parking, area lighting, signage, security fences, imaging systems, communications support, handicap accessible visitor and staff restrooms, HVAC, fire detection and suppression systems, and all other associated utilities. Existing Visitor Building 21002 (41 SM), Entry Control Building 21005 (6 SM), will be demolished along with walls, fences, pavements and other structures in the project area. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD Antiterrorism/force protection requirements per UFC 4-010-01. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. The Government will issue a solicitation with a specified closing date. The solicitation will include a brief summary of the requirement, Phase I evaluation criteria and process, and general information about the Phase II evaluation criteria.� Only those offerors that are determined to be most highly qualified in Phase I will be asked to submit their design and related information for Phase II. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
