Description
This requirement is for Lawn Maintenance plus Lawn Mowing and Trimming at the Defense Finance and Accounting Service (DFAS), Limestone, Maine.� This combined synopsis/solicitation will close at 12:00 p.m. on Thursday, March 31, 2022. There will be one base year and four option years.� The Period of Performance is May 1 through April 30 each year, with services typically performed from May 1 through October 31 each year.�� Optional Site Visit:� An optional Site Visit at the DFAS-Limestone, Maine installation is available at 9:00 a.m. on Tuesday, March 22, 2022.� Details on how to schedule the site visit are in the RFQ document, page 2.� If interested in attending the optional site visit, you must contact the point of contact to schedule the site visit not later than Monday, March 21, 2022 at 10:00 a.m. Eastern time.� � � Not attending the site visit will NOT have any impact on the evaluation of your quote.� � � Note: The client has noted that a significant amount of snow will be on the ground and vendors will probably not be able to walk the whole lot. Questions about this requirement must be received via email not later than 12:00 p.m. on Friday, March 25, 2022.� All questions asked and answered will be published as an Amendment to this RFQ.�� This is a 100 percent Small Business Set Aside.� Attachments include: RFQ Comb Syn Soli HQ042322R0011_LI Lawn.� Complete RFQ details are included in this form along with a pricing sheet (on page 5) you can use to list your pricing.�� Attachment 1--A photo of the installation and boundaries.� For your reference. Attachment 2--A form containing provisions 52.204-24 and 52.204-26 and clause 52.204-25.� You MUST complete the highlighted areas on the form and return the form with your quote. Attachment 3--Past Performance Questionnaire.� Provide at least three past performance references in accordance with the instructions on the form.� Your three past performance references will rate your company's past performance and return the form to us via email. END ========================================================================= Amendment 1, dated March 23, 2022 QUESTIONS ASKED AND ANSWERED DURING OPTIONAL DFAS-LIMESTONE, MAINE SITE VISIT ON MARCH 22, 2022 1)� Question:� Can gas be brought through the gate?� Answer:� No.� Contractors can refill in the back parking lot or the visitor�s lot across the street. 2)� Question:� How flexible is the spraying/fertilizer schedule?� Answer:� Contractors should follow the schedule as shown in the Statement of Work unless they believe it would cause damage to government property or there are weather delays.� They should coordinate with the Facilities office if a maintenance event needs to be rescheduled. 3)� Question:� What is involved in spring clean up? Answer:� Thex spring clean up provides the contractor an opportunity to ready the lawn for the mowing season.� Clean up includes, but is not limited to:� reseeding damaged lawn, removing debris, and ensuring there is nothing in the lawn that would damage their mower.� The Statement of Work has specific details. 4)� Question:� How much grass will need to be reseeded every year? Answer:� Snow plow damage will vary year to year but is generally limited to the first few feet of lawn where grass meets a hard surface. 5)� Question:� Can a contractor sub-contract a portion of the work (i.e. spraying/fertilizing)? Answer:� Yes, but the prime contractor is responsible for ensuring the work is accomplished in accordance with the contract.� The subcontractor should communicate with DFAS through the prime contractor unless there is an emergency. 6)� Question:� How will we get in to the gate?� Answer:� Contractors will be given a transponder to open the gate. 7)� Question:� Can contractors park and unload in the east parking lot? Answer:� Yes, but we prefer they park out back.� Gas cans are not allowed past the gate. END =====================================================================
