Description
REPAIR AND UPGRADE AIR HANDLER - RTU3 Scope: The selected vendor/contractor will provide all labor, material, and equipment necessary to remove, replace, and verify correct functionality of the steam and chilled water coils in the RTU3 Air Handler. Also, the vendor/contractor will update functionality of the controls from pneumatic to electronic, replace degraded duct insulation, and test / balance the air flow rates to the spaces served by this Air Handler. Background: The RTU3 Air Handler has experienced significant leaks in both the steam and chilled water coils. The leaks have caused damage to the roof and clinical spaces below. The coils are past their useful life and need fully replaced. The RTU3 Air Handler is on the roof of the Eye Clinic (3 stories high) next to the Building 1 Loading Dock. Performance Period: This installation should take place within 150 days of award unless otherwise specified. Task and Requirements: The selected contractor will provide the necessary labor, equipment, and material to: Measure, design, and fabricate new steam and chilled water coils to match current coil design and are compatible with RTU3 Air Handler. Remove existing steam and chilled water coils from RTU3 and dispose of properly off-site. Install new steam and chilled water coils in RTU3. Update and install control systems for the air handler from pneumatic controls to electronic controls. Verify new controls are functioning properly within the Building Automated System. Remove and replace existing insulation on all exterior duct work outside building that is connected to RTU3. Complete all mechanical, electrical and any other system modifications to complete the installation and verify the Air Handler is running as required by VA Facilities Management. Provide air testing and balancing for necessary air flow rates to the spaces serviced by the Air Handler. Other Criteria: The contractor shall coordinate all steam, chilled water, electrical or any other system shutdowns with facility management and the utilities shops. The contractor shall perform all tasks during hours that do not affect hospital operations, most likely weekends. The contractor will coordinate with the Philadelphia VAMC for acceptable scheduling. Place of Performance: All work will be performed at the Corporal Michael J. Crescenz VA Medical Center, 3900 Woodland Ave. (Bldg. #1) Philadelphia, PA 19104. Site Security: The contractor will not have access to sensitive information, software, programs, computers, laptops, or cell phones during this service. All work shall be accomplished in accordance with federal, state, local, OSHA and VA guidelines, codes, and regulations. Any damage caused by the contractor to the facility including but not limited to walls, ceilings, surfaces, equipment, furniture, utility lines, etc. shall be repaired to match existing conditions. Contractor shall be responsible to make these repairs at their own expense. Contractor is responsible for clean-up of the work site and the disposal of all waste and excess materials. Contractor shall not utilize VA waste containers to dispose of their waste and materials. All waste and excess materials shall be removed from the facility and disposed of properly by the contractor.
