- Description
- The purpose of this Special Notice Modification HT0011-22-R-0043-0001 is to provide further information as it relates to the DHA Uniformed Services Family Health Plan (USFHP) Data Integration Support Services (DISS) acquistion.� As previously stated, this requierment was posted to GSA eBuy under GSA RFQ1554834 as a 100% SBA Certified 8a set-aside under GSA IT Schedule 70 SIN 54151HEAL only. The requiement is to provide�information technology, data warehouse and data processing support services to the Department of Defense (DoD) for the Designated Provider (DP) health care delivery system in support of the Military Health System (MHS) system. Additionally, services are provided to collect DP submitted data monthly, interface with Defense Enrollment and Eligibility Reporting System (DEERS) for the purpose of collecting enrollment and eligibility data and to send enrollment fee and catastrophic capitation information on DP beneficiaries, report monthly results for enrollment and capitation, maintain a database of all enrollment demographics for the DP population, perform audits and reviews, and report results of the data collection and comparison. In addition, this requiement includes�the Eligibility, Enrollment and Encounter (EEE) Pilot Program as an Optional Service under Opitonal CLINs 1005-4007.� The following is a brief explanation as to the purpose of including the Triple EEE Pilot Program under the USFHP Data Integration Support Services aquistion: The Defense Health Agency (DHA) is planning to demonstrate competition for TRICARE beneficiaries at the local and regional level, through a Competitive Plans Demonstration (CPD) project. The CPD will open one or more of 23 potential markets for competition from local or regional health plans. If the Demonstration is approved, DHA will plan to initiate it in Calendar Year 2024 under separate contract/s vehicles. A formal Request for Proposal will be issued for the Competitive Plans Demonstration (CPD) project separately in Calendar Year 2023. . In an effort to reduce barriers for local or regional health plans to participate in the CPD, under a separate acquisition the DHA is planning to execute the Eligibility, Enrollment and Encounter (EEE) Pilot to provide a HIPAA compliant-enrollment and eligibility function as well as a method to pass clinical and other claim information back to the DHA. The EEE pilot is designed as an enabling capability and interface to facilitate verifying beneficiary eligibility to participate in the CPD, beneficiary CPD enrollment, and processing beneficiary healthcare/CPD encounters.� The EEE Pilot requirements are included as Optional Contract Line Item Number (CLINs) 1005 -4007 in the US Family Health Plan (USFHP) Data Integrator (DI) Support Services contract.
