Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The Bureau of Reclamation (Reclamation) in Denver, Colorado and the Acquisition Operations Branch (AOB) are performing market research to determine if there is a sufficient number of qualified Small Businesses, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business) to set aside a Firm Fixed Price Contract. Reclamation will use responses to this notice to make the appropriate acquisition decision. The contemplated solicitation will be issued in accordance with FAR Part 13. Reclamation intends to award a contract for analyses and interpretation of existing Global Navigation Satellite System (GNSS) and Interferometric Synthetic Aperture Radar (InSAR) geodetic data at Scoggins, Conconully, Patillas, and Guayabal Dams. The performance work statement has the following personnel qualification requirements. The resume of the project manager or lead shall demonstrate the completion of a Master�s or Philosophiae Doctor (PhD) degree in Geodesy, Geophysics, Seismology, or a related field. Additionally, the project manager or lead shall demonstrate at least five years of industry experience working with GNSS and InSAR data, data acquisition and processing, interpretation, including geodetic modeling, crustal deformation interpretation, and crustal stress analysis in the western United States (US), and shall have access to and experience with Miami InSAR Time-series software in Python (MintPy), the Multi-Data Source Modeling and Inversion Toolkit in Python (MudPy), or equivalent software. All interested contractors who can provide personnel who can perform the requested service shall respond with information describing their interest, capabilities statements, and indicate which small business category for which they qualify. THIS IS NOT A REQUEST FOR QUOTE. The North American Industry Classification System (NAICS) code 541715, which contains a size standard of 1,000 employees, is applicable to this acquisition. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications and in conjunction with FAR 4.11, are required to be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted.
