SOURCES SOUGHT�FOR�HEALTHCARE ENVIRONMENTAL CLEANING��MONCRIEF ARMY HEALTH CLINIC FORT JACKSON, SOUTH CAROLINA INTRODUCTION The Health Readiness Contracting Office at Fort Sam Houston, Texas is issuing this Sources Sought Synopsis as a means of conducting market research to identify parties having an interest in and to determine the availability of qualified commercial sources capable of providing the resources to support the requirement for Healthcare Environmental Cleaning (HEC) and related services at Moncrief Army Health Clinic (MAHC), Fort Jackson, SC and Multiple Medical Treatment Facilities (MTFs) in the Health Service Area (HSA) of MAHC. The intention is to procure these services on a competitive basis. THIS REQUIREMENT WILL BE SET-ASIDE FOR 8(a) SMALL BUSINESSES. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE The place of performance is primarily at Fort Jackson, South Carolina with other locations identified as needed. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR PROPOSAL (RFP), IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND MAHC is located on Fort Jackson, SC and is part of the 82.13 square mile military installation located adjacent to the state capital of Columbia. MAHC is named in honor of Colonel William Henry Moncrief, Sr., a former Army Medical Corps surgeon whose career spanned over 41 years of dedicated service. Following his retirement from active duty in 1939, Colonel Moncrief moved to Columbia where he served as Administrator of the South Carolina Sanatorium at State Park until 1954. Dedicated in 1972, MAHC is a modern medical complex covering 389,021 square feet (SF). The MAHC complex consists of a twelve-story clinic with an attached MRI building. The multiple MTFs in the HSA of MAHC consists of three dental clinics, two troop medical clinics, one veterinary clinic, one veterinary administration building, one optical lab building, one physical exam building and one medical home building. Clinics and services include: acute care clinic, alcohol and substance abuse program, allergy clinic, ambulance services, audiology, American red cross, behavioral health, chiropractic clinic, dental clinics, education and development intervention services, ENT clinic, integrated health medical home, GYN clinic, immunization, laboratory, managed care, McWethy troop medical clinic, medical management center, nuclear medicine, nutrition care, obstetrics, occupational health, occupational therapy, optometry, orthopedics, pharmacy, physical exam, physical therapy, podiatry, preventive medicine, radiology, urgent care clinic, laboratory, obstetrical/gynecology, ophthalmology /optometry, orthopedics, pharmacy, physical therapy, and radiology, respiratory therapy, veterinary clinic, and well-baby. The command suite and other administrative support functions such as: outpatient records, outpatient pharmacy, admissions and dispositions, primary care unit, and specialty care clinics are located within the complex. There are 10 additional MTFs in the HSA of MAHC located on Fort Jackson and in the municipalities of Columbia, SC. REQUIRED CAPABILITIES The contractor shall provide healthcare environmental cleaning services to MAHC to include all MTFs within the HSA of Fort Jackson, SC. Requirements for this effort are determined by square feet (SF) of designated spaces to be cleaned. The estimated SF quantity for MAHC and multiple MTFs in the HSA is 378,809 SF. There may be reduced or additional SF for newly constructed buildings and/or building expansions that will require services as they are completed or a reduction of SF for facilities closing as a result of consolidation of services. Further details are provided in the draft Performance Work Statement (PWS) attached to this announcement. The contractor shall furnish all personnel, supervision, tools, materials, equipment, transportation, vehicles, and other replenishment supplies and services necessary to provide cleaning services for all facilities.� Procedures shall be consistent with the AHE Practice Guidance for Healthcare Environmental Cleaning, commercial standards, all local, state and federal laws and the requirements of this PWS. .� The contractor is encouraged to apply innovative techniques and managerial approaches that will yield increased levels of service and greater cleaning efficiencies If your organization has the potential capacity to perform these contract services, please see the attached Market Research Questionnaire. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and similar in nature with those described in this notice and otherwise anticipated; 2) technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. ELIGIBILITY The applicable NAICS code for this requirement is 561720, Janitorial Services, with a Small Business Size Standard of $19.5 million. The Product Service Code is Q901, Healthcare Environmental Cleaning. Each respondent must clearly identify their business size in their capabilities statement and must be an 8(a) participant. (See Market Research Questionnaire). ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Work Statement (PWS) is attached for review. A Market Research Questionnaire is attached. The deadline for response to this request is no later than 2 pm, Central Time Zone, May 27, 2022. The estimated period of performance consists of a 60 month ordering period commencing in June 2023. The contract type is anticipated to be Firm Fixed Price. Your Market Research Questionnaire response and all questions to this Sources Sought, shall be electronically submitted to the Contract Specialist, Thalassa R. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
