Description
THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT PROPOSALS. A PRE-SOLICITATION SYNOPSIS OF THE PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE THAT WILL PROVIDE INSTRUCTIONS FOR OFFERORS TO RESPOND TO THIS OPPORTUNITY. The Centers for Disease Control (CDC) anticipates the need for a firm-fixed-price award to track the uptake of influenza and possible other vaccines of interest, such as COVID-19 during the 2022-23 season and influenza-related KABBs among HCP in the United States. Since 1986, the Healthcare Infection Control Practices Advisory Committee (HICPAC) and the Advisory Committee on Immunization Practices (ACIP) have recommended that HCP be vaccinated annually for influenza (1, 2). Overall seasonal influenza vaccination coverage among HCP increased to 62% in the 2009-10 influenza season, at least ten percentage points higher than reported coverage in any previous season (3). Coverage has steadily increased to 75.9% in the 2020-21 season (4). However, most of the increase was seen among physicians, nurses and other professional HCP and HCP working in hospital settings. Coverage remains lower among HCP working in outpatient and long-term care facilities and among non-clinical HCP (4). Surveying and promptly reporting influenza vaccination coverage and vaccine-related knowledge, attitudes, behaviors and barriers (KABBs) among HCP could provide opportunities for adjustments in implementation methods and other interventions to improve vaccination uptake and other disease prevention and control efforts. As there is only a few months gap between the end of one influenza vaccination season and the beginning of the next, compiling vaccination and KABBs data in a timely fashion immediately following the vaccination season can allow time to use these data to plan vaccination strategies for the upcoming season. Having valid national data about HCP influenza vaccination uptake, as well as HCP self-reported KABB information late season can strengthen the likelihood of effective coordination of the actions of multiple stakeholders (federal, state and local government/health departments, private doctor offices, consumers, media, advocacy organizations, professional societies, community, retail, hospital, and pharmacy vaccinators, and vaccine manufacturers and vaccine distributors) to improve the chance of success in reducing the incidence of infection, complications, and deaths related to influenza. Access to the attachment will require an active beta.SAM.gov vendor registration (log in). If you encounter problems accessing these documents, please contact the Federal Service Desk at 866-606-8220. Interested contractors must be registered in the System for Award Management (SAM) at www.sam.gov. The North American Industrial Classification System (NAICS) code applicable to this requirement is 541990 (All Other Professional, Scientific, and Technical Services) with a corresponding small business size standard of $16,500,000. The CDC is seeking 8(a) small business contractors for this project. Your business size metrics information entered in your beta.SAM.gov registration must be less than or equal to the small business size standard specified above (see provision 52.219-1 in the Representations & Certifications section of your beta.SAM.gov registration). Interested contractors are requested to respond to this notice by adding their business names to the Interested Vendors List for this posting in beta.SAM.gov (must be logged in to your vendor account). Please add your business name only if you are interested in submitting a bid/proposal as a Prime contractor and are capable and eligible to compete for and perform this project. This notice is intended only for those who would be entering into a Prime contract with the CDC for the entirety of the project. The CDC does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The CDC has no privity of contract with subcontractors. The pre-solicitation synopsis (to be posted at a later date) will include further instructions for responding to this opportunity. Interested contractors are advised to continuously monitor beta.SAM.gov for all future updates.
