Description

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Taylor Hobson, Inc. (An Ametek Ultra Precision Technologies Division), 2775 Diehl Road, Suite 300, Warrenville, IL 60555 for the purchase of one (1) Talyvel 6 Differential Precision Level System to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) Talyvel 6 Differential Precision Level System. The Dimensional Metrology Group (DMG) of the Sensor Science Division (SSD) provides reimbursable measurement services for internal and external customers. DMG currently has three Moore Special Tools (M48) Coordinate Measuring Machines (CMM). Two of them are running providing critical customer measurement services at world-class uncertainties and the third most recently acquired has just been upgraded with a new Renishaw controller and Renishaw laser scales. This requirement is to obtain a differential system for characterization of the machine errors to get the third machine that is not working to full operation with the highest accuracy as well as maintain and improve the other two. In order to meet requirements, a differential system is needed for roll error measurement/mapping of our highest accuracy M48 CMMs where the overall magnitude of the error is on the order of 1 to 2 arcseconds.� Error mapping is a continuous measurement of errors as a function of position thus individual errors measured can between zero and 2 arcseconds, for which a correction is determined at each position and must be meaningful.� To be meaningful, the requirements to be 0.05 arcseconds sensitivity/resolution (minimum) and 0.25 arcsecond accuracy (minimum) over 10 seconds of range (a smaller fraction of the instrument's overall range) was established. The Tyler Hobson Talyvel 6 Differential Level System (M112-4516) is the only commercially available product that meets and exceeds our minimum requirements. Taylor Hobson, Inc. is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
