Description
The Department of the Air Force, 502d Contracting Squadron, Joint Base San Antonio (JBSA)-Randolph, Texas intends to incorporate open market requirements into a GSA (General Services Administration) Request for Quote (RFQ) 1550848 that was recently posted on GSA E-Buy. � The RFQ is to purchase 70 APX 4000/4500 Motorola Land Mobile Radios with incidental services to install 54 of the radios in vehicles, and six desktop radios/antenna equipment in four dispatch offices located across JBSA and Camp Bullis.� Vehicle installation includes buses, tractors, and wreckers.� In addition to installing new radios, existing radios will also have to be removed from the majority of the vehicles.� The GSA schedule holders who responded to the RFQ provided open-market pricing for the installation and removal of the radios, indicating that this portion of the requirement could not be priced under their respective GSA Schedules. The Contracting Officer has determined that it is essential that the installation and removal be included in the resultant GSA-awarded delivery order to preserve the integrity of the equipment and associated warranties. Furthermore, the impact to the manufacturing and supply chain because of the pandemic is still ongoing; therefore, it is anticipated there will likely be delays in the radio shipment. Thus, attempting to award a separate contract for this portion could present a challenge to the awardee, as the installation date will be dependent on radio shipment, which might be prolonged, based on current equipment availability.� � In accordance with Federal Acquisition Regulation, (FAR) 8.402(f), for administrative convenience, an ordering activity Contracting Officer may add items or services not on the Federal Supply Schedule (FSS) to an FSS individual delivery order as long applicable regulations pertaining to the purchase of the items have been followed.� The Contracting Officer is providing this notice to comply with the FAR Part 5 posting requirements for including open market items or services on a GSA delivery order. This is a notice of intent and not a request for quote or proposal. No solicitation is available except for the currently closed GSA RFQ on GSA E-Buy as stated above. Interested parties may submit a capability statement and pricing information for the radio installation and removal no later than 2:00PM CDT, 4 May 2022.� However, as stated above the Contracting Officer intends to add the installation as open market items to the resulting GSA delivery order. A determination by the Government to further compete the requirement based on the responses to this notice is solely within the discretion of the Government.
