- The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of Portable Rotary Screw Air Compressor, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 333912, with a Small Business Size Standard of 1,000 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF22Q0127 will be provided via SAM.gov on or around 27 April 2022. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. TECHNICAL SPECIFICATIONS The successful bidder shall supply one (1) diesel powered portable rotary screw air compressor configured to meet all the minimum salient requirements and specifications listed below: Compressor shall be capable of delivering 420cfm or more of air output at 150PSI Engine shall be diesel powered meeting EPA Tier 4 Final (T4F) regulations for emissions Engine and housing shall be equipped with all necessary equipment to ensure it will start in weather as cold as negative 20 degrees F (-20F) Air end shall be a positive lubricated rotary screw compressor Air end shall be equipped with an aftercooler with auto moisture separator and at least 2 stages of aftercooled filtration Shall be equipped with a single hose reel with 100ft of no less than 150psi working rated hose with OSHA approved valve. If proposed compressor is capable of a higher working pressure output, provided hose shall be rated for the highest pressure the compressor is capable of outputting Compressor assembly shall be a portable trailer mounted unit. Trailer shall be equipped with LED lighting which meets all DOT requirements equipped with electric brakes equipped with a ball style hitch � pintle hitch will NOT be accepted equipped with a standard 7 way plug equipped with safety chains and breakaway E-brake activation equipped with mechanical parking brakes equipped with jack with castor wheel highway towable rated, capable of being towed at a minimum highway speed of 55mph shall have bearing buddy style self-lubricating devices with easily accessible lubrication refill ports or grease zerks shall have 15 inch minimum wheel size tires shall have sufficient load capacity and ample reserve for the overall weight of the unit being proposed Compressor shall be capable of regulating output pressure to any set point between 80 and 150psi Compressor unit shall include the minimum indications: Discharge pressure and temperature Ambient temperature Air filter restriction indication Fuel level Discharge air pressure Engine coolant temperature Engine Oil pressures Tachometer Engine hour meter Battery voltage indicator Compressor and engine unit shall be equipped with these minimum safety features: Equipped with low fuel shutoff Equipped with low oil pressure shutoff Equipped with high temperature shutoff Equipped with guarding around all rotating components Equipped with an Emergency stop Equipped with a battery disconnect switch Equipped with a keyed or lockable starting mechanism Engine and compressor shall produce no more than 76 decibels at 7 meters in normal operating mode (doors closed) Unit shall be equipped with a diagnostic port capable of interfacing with the engine and emissions systems to facilitate maintenance and troubleshooting. Any unique software or hardware needed to interface and communicate with the diagnostics port shall be included. Government has a heavy-duty industrial diagnostics system capable of interfacing with J1708/J1587, J1939 and OBD-II/EOBD protocols. Engine and compressor shall be fully accessible for maintenance Service doors must be large enough and in sufficient quantity to allow routine maintenance by service tech from the outside to allow: Radiator cap and radiator reservoir access Access to engine dipstick, engine oil filters, engine fuel filters Access to battery and battery disconnect switch Access to control panel and fuse box Access to compressor, aftercooler, and filters Access to fuel fill port Shell must be designed so that it can be removed, or partially removed to allow access to major components in the event of engine or compressor failure. Unit shall be equipped with rated lifting point(s) allowing the entire assembly to be hoisted and positioned as needed with a crane. Compressor and engine must be a current model � no closeout, discontinued, or new old stock Compressor manufacture shall have an authorized parts and service center located within 100 miles of Lower Granite Dam Unit shall be provided with 2 complete sets of filters to facilitate the initial break-in service and subsequent service interval. Filters shall include the following at a minimum: Engine Filters: Air Oil Fuel Fuel water Def � if installed Compressor Filters: Intake air primary/secondary Compressor air/fluid separator Aftercooler stage filters Spare compressor fluid shall be provided in sufficient quantity to facilitate the initial break-in service and subsequent service interval. Descriptive Materials (brochures, illustrations, drawings, data sheets, accessories list etc.), Descriptive Materials must be submitted which will allow the Contracting Officer to determine, without discussion or further communication with the offeror as to whether the products being offered meets ALL the required specifications. Submittals shall at a minimum include: Copies of manufactures catalog cut sheets Detailed list of the options and accessories being supplied. Contracting Officer needs to be able readily see that your product does in fact contain all the necessary functions, features, and options specified Emissions Certificate of Conformity to current EPA standards for proposed diesel engine Warranty information Diagnostic interface and communications protocol requirements Any other descriptive or technical information that will assist the Contracting Officer in������� determining that your product meets all the specified requirements without further discussion.
