- Notice Type: Pre-solicitation Notice PSC: Z2EA NAICS: 238220 Description of the service: This is a construction to perform the Design-Build replacement of boiler with heat pump at Building 4013, located at Darby Military Community, Livorno, Italy. This is a Pre-Solicitation Notice, a Synopsis of a proposed contact action. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The intent of this notice is to inform potential offerors/quoters of this requirement, and advertise it for as many potentially interested companies. The US Army Contracting Command (ACC), 414th Contracting Support Brigade (CSB), Italy (Livorno Office), intends to procure a contract for the effort described below. The scope of work consists in replacing the boiler with a heat pump suitable for heating operation down to -20C of outdoor air temperature, with hot water production at 65?. The fuel oil tank and its canopy and containment basin will be demolished. The existing chiller will be maintained and used as back up. The existing compressor will be moved into the technical room. The DDC system Siemen Desigo shall be upgraded. The execution of this project is divided into the following phases: Phase 1, Design Phase - designing the details, providing calculations and whatever necessary to define in scale all parts of work required to fulfill the scope of work. Design analysis and project drawings shall be signed by a registered professional engineer. Phase 2, Construction Phase - providing construction of all features of the project as designed in phase 1, in accordance with proposed and approved design and progress plan. Construction will start upon final approval of design, and will last as per the reported works schedule. Phase 3, Testing and Commissioning - performing all necessary tests to demonstrate the completion of the work in accordance with this scope of the work and preparation of the as-built and final documentation and certifications. The required works are Architectural, Electrical, and Mechanical; see the attached Scope of Work (SOW) for more details. Location of the work: The service shall be performed under this contract at USAG Livorno, Italy, Darby Military Community (DMC). Performance Period: �The performance period will be 220 calendar days, 100 calendar days for the design phase, and 120 calendar days for the construction phase. Method of Contracting: This will be a Request for Quotation (RFQ) resulting in a Firm-Fixed Price type contract. Issuance of solicitation: The solicitation will be issued within May 2022. Response date: The response date will be determined when the solicitation has issued. Site visit/pre-quote conference: A site visit will be held on June 7, 2022, 10:00AM. How to participate: Request(s) for information (RFI). RFI(s) regarding the solicitation, SOW, any other attachment, etc., must be submitted to the Government point(s) of contact listed below not later than 12 calendar days before proposal due date. Site Visit. Interested vendors shall indicate their interest by submitting an email not later than Close of Business (COB) by May 6, 2022, to elisa.orsini2.ln@army.mil; ryan.d.bueno2.civ@army.mil. Please indicate in your email the Request for Quotation number/description of services and the name of the company, the address, the phone number, the fax number, the e-mail address, and name of the person who will be present at the site visit. Maximum two attendee can be physically present - first name, last name, date of birth, place of birth, type and number of identification document. A legible copy of the identification document has to be provided. If the person has entry pass for the ASA Area, a copy of the pass has to be provided. Only the person who has provided the personal data would be allowed to attend the site visit. The Guards will check the identification card at the gate. The quoter(s) not present on the list will be denied the entrance to the base. NOTE: Interested parties are NOT required to attend the organized site visit in order to submit a quote. Not indicating interest as described above does not preclude the Vendor from participating in this requirement.
