POSITION TITLE: Financial and Administrative Management Specialist (Controller) MARKET VALUE: $112,890 - $146,757 equivalent to GS-15 (Final compensation will be negotiated within the listed market value depending on experience, qualifications and salary history. Requests for salary over and above the top of the pay range is not negotiable). PERIOD OF PERFORMANCE: �The base period will be one (1) year, estimated to start in August 2022. Based on the Mission�s needs, availability of funds, contractor/employee performance and future hiring freeze guidance, the Contracting Officer may exercise an additional option period of six (6) months for the dates estimated as follows: Base Period: August 2022 to August 2023 Option Period 1 August 2023 to February 2024 PLACE OF PERFORMANCE: �Financial and Administrative Management Office (FAMO), USAID/Morocco in Rabat, Morocco with possible travel based upon the work requirements. ELIGIBLE OFFERORS: This USPSC position is open to all U.S. Citizens. SECURITY LEVEL REQUIRED:� Secret Clearance. STATEMENT OF DUTIES: General Statement of Purpose of the Contract USAID/Morocco is looking for a qualified Controller, with current experience managing a USG overseas operation, to serve as the Financial and Administrative Management Specialist (FAMS), in support of the Financial and Administrative Management Office (FAMO).� The USPSC FAMS will be involved in all aspects of the Controller�s backstop operations and will oversee the general operation of the Administrative and the Assistance and Acquisition Divisions. The FAMS will report to the USAID/Morocco Mission Director.�� Duties and Responsibilities Specific duties and responsibilities may vary depending on the office needs and priorities and will include, but are not limited to the following: Serve as principal manager for all financial management systems, practices, and procedures. Responsible for planning, directing, and administering comprehensive accounting, reporting, and budgeting systems designed to provide senior Mission management with timely financial information for making operating decisions. Guide financial management of all appropriated and non-appropriated funds available to USAID/Morocco, including implementing internal accounting controls to safeguard those funds and other USAID assets.� Oversee operations to ensure effective use and accountability of all USAID-financed assistance. Oversee the formulation and preparation of the annual operating expense budget; analyze proposed forward funding and existing obligation pipelines.� For current year budgets and allowed funds, assure effective management and funds controls are applied over the operating expense and program funds. Lead the implementation of the Financial Manager�s Financial Integrity Act (FMFIA) internal control review process.� Identify the appropriate accountability units and operating environment within the Mission.� Advise on the assessment of risks and development of control techniques and ensure compliance with reporting requirements. Serve as the liaison with the Office of the Inspector General (OIG). Serve as the focal point for audit activities, including identifying requirements and developing audit plans, reviewing all audit and inspection reports from the OIG, and reviewing actions to be taken in response to the findings and recommendations. Manage the financial audit program for host country recipient organizations. Oversee pre-award assessments of proposed award recipients and financial reviews of awardees. Provide leadership to enhance the financial management capacity of local partner organizations.� Responsible for the payment process and oversee the work of Mission�s authorized certifying officers.� Resolve method of payment, cash management, cost reasonableness, and disbursement issues for projects Provide Mission staff with assistance and advice relative to USAID financial management regulations and procedures. Contribute to Mission-wide policy and strategy formulation, staff development, and resource management decisions.� Participate in the analysis of the International Cooperative Administrative Support Services (ICASS) budget and serve as a USAID member in the ICASS Budget Committee; coordinate with mission management on ICASS matters, including ICASS invoice review. Advise Mission leadership on program design and participate in USAID public financial management (PFM) projects and PFM aspects of other programs. Advise technical office staff on ways to incorporate elements of PFM-strengthening activities into program and project design. When called upon, suggest additions and/or modifications to risk mitigation plans under agreements with local entities and Government of Morocco entities. Provide input to project design and procurement processes.� Participate in the review of project designs, agreements, and procurements for financial soundness and reasonableness.� Advise mission staff on financial implications of provisions in existing or contemplated agreements. Meet with technical offices as necessary to resolve issues.� Review implementation of activities and agreements from a financial management point of view and advise on the financial status of programs and activities. Supervisory Relationship The incumbent shall report directly to the USAID Mission Director.� Supervisory Controls The incumbent will supervise five Cooperating Country National Personal Service Contractors (CCN/PSCs). PHYSICAL DEMANDS The work requested does not involve undue physical demands. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION a. Education: The incumbent must have a master�s degree or equivalent accreditation if a non-U.S. institution in accounting, finance or business administration.� Actual experience of more than fifteen years may be substituted for the degree requirement. b. Prior Work Experience: Fifteen years of progressively responsible work as a Controller. c. Knowledge, Skills & Abilities: Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology, as well as the principles and accepted procedures of U.S. Governmental and business financial accounting, budgeting and reporting is required. A thorough knowledge of laws, regulations and procedures associated with the financial management of USG foreign assistance accounts is required.� Strong understanding of foreign assistance project planning and implementation procedures is highly desirable.� The position requires a high level of independent judgment with regard to financial management policies and regulations.� A high level of analytical skills and sound judgment is required.� Strong working knowledge of key internal control systems such as Phoenix (accounting), E2 (travel management), GLAAS and other systems is required. S/he must have the ability to perform in a team and to maintain cordial and professional relationships with USAID staff, Host Government, NGO and Contractor personnel.� Must have strong supervisory and management skills to direct various complex financial management operations.� Excellent English communication skills, both orally and in writing, are essential.� The candidate should have a demonstrated capacity to communicate complex policy, strategy, and program issues orally and in writing in a clear, concise, and well-organized manner. A working level of French is desired but not required. EVALUATION AND SELECTION FACTORS The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. Consideration and selection for the position will be based on a panel evaluation of the Evaluation Factors identified in this section. USAID will not pay for any expenses associated with the interviews unless expenses are pre-authorized. After the closing date for receipt of offers, a selection committee will be convened to review offers and evaluate them in accordance with the minimum requirements. Offers from candidates who do not meet the minimum requirements will not be considered further or scored. Reference checks will only be made for offerors considered as finalists.
