Description
Scope of Work: 402-22-750 Date: Dec. 3, 2021 VAME Togus ME Sterile Processing Department Renovation Project Summary: VAME Togus ME Sterile Processing Department (SPD) renovation consist of 8,400 GSF in building 200E on the first floor, and two dumbwaiters which transport SPD carts from/to the third floor Surgical Services. Please see Enclosure (1) for the location map. For the renovation no additional area is available. This is an upgrade of all parts of the space and services. Some of the systems and equipment shall be re-used as they are very new, also the dumb waiter locations shall not be changed. The air handling unit AH-6 is new, the AE firm to confirm capacity for use. The design of the SPD shall meet all VA SPD requirements including the Sterile Processing Service and Logistics Service Design Guide, and VA TIL requirements. The total product flow utilizing this GSF shall be determined and compared to the VA requirements. SPD Presently uses Centrak for temp/humidity monitoring. Users have indicated this is useful for trending data, but not ideal for alerting for out-of-range parameters; desire is to have display screen showing room pressure, temp, humidity, and issue live alarms for out-of-range parameters possible link to BMS to notify HVAC personnel. Spaces use ball in wall pressure indications and request continuation of the Ball in Wall indications as back up to the monitoring system. The C&A requirements do not apply, and a Security Accreditation Package is not required. A/E shall coordinate with VA stakeholders to arrive at an optimal solution. During the renovation the SPD area must be vacated. This design must provide adequate temporary SPD services, Offices, Employee areas, Locker rooms, and environmentally controlled storage. Provide multiple proposals for the temporary spaces with Pros and Cons on each location, concepts to include transport times, and how to provide timely responses to surgery needs. At the end of the renovation all temporary areas must be returned to their original conditions. Description of Project: The area to be renovated currently provides the Sterile Processing Service. A/E shall design renovation specific to the needs Sterile Processing Department (SPD). Goals for the renovation are three phases: 1) Phase 1 100% of all work for temporary mobile sterile processing service to be located outside building 200E. (note- square footage inside any existing VA building cannot be used) a. Prepare options for 100% of all work: i. Sterilization, ii. Storage of sterilized items iii. Offices, break room, locker rooms, toilets, showers iv. Storage of Logistics supplies currently stored in the SPD v. Logistics department workstations vi. Storage of existing SPD equipment to be re-used. (See 2.g below) b. Prepare options for locations of above, at the concept design (30%), identifying the Pro s and Con s. c. Provide Temporary i. foundation ii. Water iii. Power iv. Waste disposal v. HVAC a. Replace existing dumbwaiters with new dumbwaiter cars and all associated equipment. i. Use existing location from 1st floor to 3rd floor Operating Suite b. Existing Women s locker room E141A has privacy issues to be resolved by this renovation c. All doors to be opened without power operation shall have lever style hardware. d. Replace Steam to hot water heater, size heater, steam piping system from exiting system, and steam requirements. e. Domestic Hot Water and Cold-Water system to meet legionella requirement per enclosure (2) f. Replace Sterilizers g. Replace exhaust fans EF-6, EF-21, and EF-22 h. New HVAC system from AH-6 i. All existing supply/ exhaust ductwork shall be removed and replaced with designed runs capable of achieving proper pressure relationships (determine which VAV boxes can be re-used, and hand over the remainder VAV boxes to VA staff since they were new in 2019). i. Existing equipment, A/E to determine if each meets current requirements and can be reused. i. AH-6 located directly above the SPD (new 2019) brand Cambridgeport . Must meet upgrades due to COVID and must be compliant with the new HVAC manual. A/E to calculate and confirm AH-6 has sufficient capacity to be reused. ii. Ameriwater RO/DI system (new 2020) iii. (2) Amsco 7052HP washers. iv. (1) Innowave Pro sonic Irrigator (IWPRO60) v. (1) AMSCO 73 Reprocessing Sink (10241623.C) vi. (1) Innowave Ultra + Sonic Irrigator (IWULTRAPL) vii. (1) Amsco Drying Cabinet Pass through, 38in, 120V (DCR200101) j. Re-used equipment, except for AH-6, must be removed, prepped for storage, stored to manufacturers recommendations, maintained during storage, and re-installed. 2) Phase 2 - Renovate the SPD rooms E132, E132A, E132B, E142, E142C, E144, E144A, E144B, E144C, E144C, E130, E130A, E134, E138, E138A, E138B, E140, E140A, E141, E141A, E141A1, E142A, E142B, E141B1, and E142D GSF 8400 3) Phase 3- Restore the temporary facilities areas to original condition. Provide a new Sterile Processing Department design which achieves phases 1 thru 3 with the following additional direction. 1) Provide outlet quantity, lighting, and physical security to suit the new design. 2) Provide a conference/education room 3) Provide a private area for computer workstations 4) Provide a pass thru setup for sterilizers (load items in prep, unload in storage area) 5) Provide medical grade Oxygen. A/E to investigate Oxygen demands for the department and spec out appropriately sized Med 02 unit. 6) Provide temperature, humidity, and pressure monitoring and control system which works with existing Togus controls, and links to BMS to notify HVAC personnel of live alarms for out-of-range parameters. 7) Provide display screens and system to include room pressure, temperature, humidity, and out of range alarms. 8) Provide Ball in Wall pressure indications in addition to the monitoring system. 9) Each rev-level of Specs/drawings must be reviewed and approved by NPOSP, VA HEFP, and complete a fire review. A/E shall review VA requirements for what equipment shall be on emergency power, determine if sufficient emergency power, and determine amount of additional power if needed. Description of A-E Firms Responsibilities: Provide a complete construction design package including plans, specifications, and drawings for the complete renovation of the Sterile Processing Department wing on the first floor of Building 200E and the dumb waiters at the VA Maine Healthcare facility (Togus) in Augusta, ME 04330, and temporary SPD. Total square footage of the renovation is 8400 gross square feet. Provide CxA services. The design firm must follow all required building codes, standards, and guidelines. This is to include but is not limited to VA Space Planning Guides, VA Master Specifications, VA Sustainability Design, PG-18-12 Design Guide, 285: Sterile Processing service rev. Oct 1, 2015, and VA HVAC Design Manual, Rev. November 1st, 2021. Period of Performance for Type A, and B design services shall. be a total of 240 days, and for Type C design services shall be 510 days (estimated).
