- Description
- The General Services Administration (GSA) is issuing this solicitation (SEE ATTACHED DOCUMENTS) titled �RFQ 47PB0022Q0024 Moakley Elevator QEI�. Quotations are due on May 13th, 2022 3:00PM ET. The Solicitation is set-aside for small businesses. The NAICS code for this solicitation is 541350 - Building Inspection Services. The U.S. General Services Administration (GSA), Public Buildings Service (PBS Office of Design and Construction (1PCM) is seeking to procure elevator construction inspection services from an Qualified Elevator Inspector (QEI), to perform all elevator construction inspection duties as noted in the Performance Work Statement for the upgraded public elevators located at the Moakley Federal Courthouse, Boston MA.� The construction inspection will include the following elevators and main components: Elevators No. 13, 14, 15 and 16 6 stops each Work will only be allowed to be performed simultaneously for two (2) elevators at a time, and therefore inspections will only occur for two elevators at a time. GSA�s objective is to hire a QEI to accomplish the following tasks: Perform on-site inspections of elevator construction items, in place or underway, to determine whether or not construction contractor and subcontractors are complying with contract documents. In general, observations shall include construction contractor�s and subcontractors� adherence to specifications, drawings, amendments, contract modifications and codes, and determination as to whether the construction contractor and subcontractors are employing sound construction practices in the execution of the work. Participate to no more than four (4) 1-hr coordination meetings prior to the onsite modernization period. Refer to Item 3. Bi-weekly in-process inspections should be performed during the modernization period. One (1) half-day visit should be scheduled during the modernization period for each car, to occur approximately 2-3 weeks prior to the final acceptance inspection of that car. The CO and/or the COTR should be contacted at least one (1) week and no more than two (2) weeks prior to each inspection to ensure that adequate progress has occurred. If adequate progress is not anticipated, the inspection shall be rescheduled at no additional cost to the Government. Final acceptance inspections of each elevator as it is completed shall be included (hours not included in part �b� above). Complete GSA Form 220, �Inspection Report for Work Under Contract� at the conclusion of each inspection (alternate forms may be used with prior approval). The inspection report is to be complete, to the extent that all required information is to be included as may be applicable. The report is to be furnished in a typed format. Furnish a minimum of two (2) copies of each report (one if sent electronically) to the COTR not later than seven (7) days after performance of the inspection. Inform the CO and/or the COTR and the construction contractor of any work not in compliance with applicable contract documents; or of any failure to follow sound construction practices. Report all construction work and/or materials delivered, or in storage that are not in compliance with contract requirements to the CO and the COTR. The report shall outline the reasons for rejection. Perform follow up observations on each reported failure or non-compliance 2 and advise the CO and the COTR of any instances wherein the construction contractor fails to remove, correct or replace rejected construction work or materials, etc., promptly. Maintain, on an ongoing basis, a record of observed items which remain at variance with contract requirements. Inform the CO, the COTR, and the construction contractor, in writing, of any means/methods whenever there is believed to be a violation of applicable provisions of relevant laws, ordinances or regulations. Appraise the construction contractor of any safety requirements stipulated in GSA Handbooks and/or criteria not being followed or implemented. Advise the CO and the COTR of any failure on the part of the construction contractor to comply with these requirements. Assist the CO and the COTR in the processing of changes in the work and/or construction related claims made against the Government by the construction contractor.
