- Description
- The NASA Langley Research Center (LaRC) plans to issue a Request for Proposal (RFP) for the Research, Science, and Engineering Services (RSES) procurement. The principal purpose of RSES is to acquire Research, Science, and Engineering Services and related services primarily supporting Langley Research Center (LARC) and NASA Headquarters offices located at LaRC, and may also be utilized by other Centers. �� In accordance with 15 U.S.C 657q, notice is being provided that NASA has determined that consolidating these requirements into one contract is necessary and justified. These services are currently provided under three (3) different contracts and one (1) Cooperative Agreement: 80LARC17C0003, NNL16AA05C, NNL13AA08B and 80LARC17C0004. This consolidation is necessary and justified (1) as it is critical to the Agency�s mission success, and (2) the procurement strategy will provide for the maximum practicable participation by small business. This consolidation furthers the Agency�s objectives by (1) establishing clearly defined enterprise requirements/ deliverables; (2) streamlining acquisition practices and business processes; and (3) reducing redundant and duplicative contracts and other instruments across the Agency. The consolidation will reduce overlapping requirements across the current procurement vehicles, enable cross-cutting technical support across LaRC�s research portfolio, enhance flexibility to shift skill needs and meet surge requirements to support notable mission areas. The consolidation allows for the deployment of the contractor(s) capabilities across all of those these missions. This expands the number of missions to which capabilities can be applied resulting in beneficial synergies.
