- Description
- The Congressional Research Service (CRS) requires contract support to provide ongoing licenses of the PISCES search engine licenses which are required to support the Text Analysis Program (TAP) system. The purpose of this acquisition is to continue software maintenance for CRS� TAP System which provide efficiencies to the work of the CRS Office of Legislative Information Services section and facilitate high quality bill analysis in a much shorter time than would be possible without the TAP system. Please see the draft Statement of Work (SOW) below for more details.� Also see Justification and Approval For Other than Full and Open Competition.� Document name: JA PISCES RQCRS20230001 Final Approved_Redacted.pdf. The Library intends to fulfill this requirement by issuing a sole source contract award to A.J. Boggs and Co.� Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). �The capability statement must be received no later than 4:00 pm May 7, 2022.� The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, UEI number, address, point of contact, phone number, and e-mail address Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and; Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. (Includes annual bug fixes and product upgrades) �� 52 units 3.5.2���� Option Year 4:� Annual Licenses for the TAP User Administration System � 120 Licenses 3.6.������� Support Services 3.6.1���� Telephone support [M-F 8am-8pm] 3.6.2���� Email Support 24x7 3.6.3���� Online Support Request [M-F 8am-8pm] 3.7.������� Product Maintenance 3.7.1���� Bug Fixes 3.7.2���� Software Upgrade 3.8.������� Software used by the Library is subject to routine security scanning whether hosted internally or externally as part of the Library�s continuous security monitoring program.�� These security scans may result in the identification of software security vulnerabilities that need to be mitigated within the following timeframes: High Vulnerabilities������� 30 days Medium Vulnerabilities 180 days Low Vulnerabilities�������� 360 days Upon notification of a security vulnerability, the contractor will take steps to correct the vulnerability within the above timeframes, including code modification, testing and installation on all Library instances of the software.�� The contractor will also provide documentation, such as release notes, installation guides and user guides, documenting the changes made to the software to address the identified vulnerability.�� Costs associated with addressing software security vulnerabilities are not reimbursable separately and should be included as part of the contractors quote for providing the Library the software licenses or software maintenance. 4.���������� CONTRACT PERFORMANCE 4.1.������� � SCHEDULE OF EVENTS/DELIVERABLES Base Year:� Annual PISCES Search Engine Maintenance: 10/1/2022 Option Year 1: Annual PISCES Search Engine Maintenance: 10/1/2023 Option Year 2: Annual PISCES Search Engine Maintenance: 10/1/2024 Option Year 3: Annual PISCES Search Engine Maintenance: 10/1/2025 Option Year 4: Annual PISCES Search Engine Maintenance: 10/1/2026 Base year and all option years must include 52 weeks of maintenance including annual bug fixes and product upgrades, as well as 120 Licenses for the TAP user administration system. 4.2.������� QUALITY CONTROL (If applicable).� N/A 5.���������� ADDITIONAL INFORMATION 5.1.������� PLACE OF PERFORMANCE.� The work to be performed under the contract will be performed at the contractor facility. 5.2.������� HOURS OF OPERATION.� The contractor is responsible for conducting business between the hours of 8:00 AM � 8:00 PM Mondays through Fridays, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.� 5.3.������� Government furnished property N/A 6.���������� SPECIAL QUALIFICATIONS.� N/A 6.1.������� KEY PERSONNEL (if applicable).� N/A 7.���������� OTHER (If applicable): N/A 7.1�������� CONTRACTOR TRAVEL (If applicable) N/A 7.2 ������� Subcontracts / Material Handling (if applicable) N/A 8.���������� PHASE IN /PHASE OUT PERIOD (If applicable) N/A (End of Statement of Work)
