- Description
- Mission and Installation Contracting Command (MICC), Fort Bliss, Texas, anticipates issuing a solicitation for Solid Waste Management- Refuse collection and disposal services, in support of the Directorate of Public Works (DPW) located at Ft Bliss, Texas. This synopsis neither constitutes a Request for Proposal (RFP) nor an Invitation for Bid (IFB). All solid waste collection shall be disposed off-site at the El Paso Landfill or any other permitted municipal solid waste landfill. The goal is to support the installation�s mission by providing a clean, healthy environment for occupants, users, and visitors. The Contractor shall provide all personnel, equipment, supplies, facilities, vehicles, transportation, tools, materials, supervision, and other non-personal services necessary to perform services and manage all solid waste management collection and disposal including Military Installation Collection Areas (MICA). The solicitation will result in the award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract containing a one-year base period, two one-year option periods, and a six-month extension for a total contract period of performance of three years and six months. The anticipated performance start date is 04 July 2022. The estimated magnitude of the total requirement is more than $10,500,000.00. Firm-fixed price task orders placed under the contract will be for municipal solid waste management on Ft Bliss, Texas to include the installation and the ranges. The designated North American Industry Classification System (NAICS) code is 562111-- Solid Waste Collection, and the small business size is $41.5 million per annum. The solicitation will be a Request for Proposal (RFP), utilizing FAR Part 12 with elements of FAR Part 15 (Contracting by Negotiation), lowest price and technically acceptable. The RFP number is PANMCC21P0000 026576. The Government anticipates release of the solicitation on or around 06 May 2022 with a projected closing date for submitted proposal on 06 June 2022. As these are projected dates, they are subject to change. The RFP will specify the actual date and time for proposal receipt. Interested potential offerors are responsible for routinely checking this web site for any possible updates on the anticipated RFP. Telephonic requests for the solicitation will not be honored and no paper copies of the solicitation issued. When issued, the solicitation and any applicable inspectable plans will be available via the SAM.gov website, https://sam.gov without charge. The solicitation will provide site visit information, if applicable. This action is intended to be issued as a 100% HUBZone set-aside for the assigned NAICS code. Two attachments are included herein; the Overarching PWS SWM-Refuse and the PWS CLS-407 Refuse. Interested offerors are welcome to review and provide feedback and/or recommendations.
