Description
COMBINED SYNOPSIS/SOLICITATION FOR GATE INSTALLATION AND EROSION CONTROL AT ARAZ-WINTERGATE, NEAR YUMA, AZ. �� SYNOPSIS OF REQUIREMENT This is an FAA requirement in support of US Customs and Border Protection (CBP) to install a gate and erosion control measures specified in the attached Statement of Work. The geographic location of work site is north of Yuma, AZ on the California side of the Colorado River and north of Highway 8. LAT/LONG 32.7476, -114.7050. SOLICITATION The Federal Aviation Administration (FAA) is soliciting Firm Fixed Price quotes from interested and capable offerors the consideration of a single purchase order award utilizing simplified acquisition procedures. The official solicitation document required for use for responses is attached to this announcement. See 6973GH-22-P-03495. Offers submitted in different formats or using other terms and conditions will not be acceptable for response to this solicitation. Attachments to this announcement are as follows: 6973GH-22-P-03495 (RFQ) DoL DBA Wage Determination CA20220002 DOT Form 4220.4 (Contractor Release Form) Organizational Experience Form The estimated value of this requirement is between $20K - $50K. The FAA reserves the right to cancel this requirement at any time and without notice to offerors. Any activities or costs associated with offerors proposal development, and submission thereof, is at the risk of the offeror and will not be reimbursed by the FAA. An award for this requirement is anticipated to be made to the offeror with the lowest priced quote received on or before the offer due date identified in this announcement that can be determined fully responsive and responsible. The anticipated award date for this requirement is on or around May 13th 2022. All responses to this announcement must be submitted electronically and received by 5:00 p.m. (Central) on May 6th, 2022 at the following email address: Joshua.d.huckeby@faa.gov SMALL BUSINESS SET-ASIDE This requirement is a 100% Small Business set-aside in accordance with FAA Acquisition Management System Policy 3.6.1.3.5. SITE VISIT The FAA believes the worksite is visible from a public road, so no pre-bid site visit is currently scheduled; however, if a site visit is requested for access beyond the road-side fence line of the property, please contact the POC of this announcement. It is intended that any site visit that may be scheduled will be made available to other interested parties via amendment to this announcement. Please continue monitoring this announcement throughout the solicitation period for site visit, or other announcements or changes.� QUESTIONS Questions about this requirement are due not later than April 29th at 5:00PM, but may be submitted at any time prior to this date to the FAA Contracting Officer via email at joshua.d.huckeby@faa.gov. Questions and Answers (Q&A) may be posted to this announcement after this date if determined in the FAA�s best interest to ensure a common understanding of the FAA�s requirement among any and all interested offerors. Offerors are requested to include ""6973GH-22-P-03495"" within the subject line of your email. INSTRUCTIONS TO OFFERORS OFFEROR RESPONSIVENESS Offerors must be determined ""Fully Responsive"" to be eligible for a contract award. An offeror will be determined ""Fully Responsive"" upon their timely submission of the following: A fully completed RFQ document with all areas highlighted in yellow adequately addressed. (See attached 6973GH-22-P-03495 (RFQ) in attachments). Submit a complete document, do not omit pages. Ensure all areas highlighted in yellow are addressed. Do not omit the required representations and certifications throughout the document that are highlighted for your convenience of identification. A completed Organizational Experience Questionnaire (OEQ) citing two projects of same or similar scope with this requirement with no missing prompted information that meets the following criteria: Both projects are at least $20K in value. Both projects were completed or in progress within the last 5 years. Both projects were performed for Federal, State, or Municipal Government entities. � OFFEROR REPSONSIBILITY Offerors must be determined �Responsible to be eligible for a contract award. An offeror will be determined �Responsible� upon meeting the following criteria: Offeror submits two fully completed Organizational Experience forms that demonstrate they have successfully performed work that is same or similar in scope to this requirement. Offeror has been determined to possess a registration in System for Award Management that meets the following: Registration is active Possesses no active exclusions Is identified as a small business under NAICS 237990 in their representations and certifications at FAR 52.219-1. This is a competitive solicitation for a FIRM FIXED PRICE (FFP) purchase order. As such, any proposals received that takes exception to the terms and conditions in this solicitation, or otherwise indicates within their proposal that their proposed pricing is not inclusive of all risk is therefore neither�firm, nor fixed. Such proposed pricing cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award. Offerors are encouraged to submit only the information and submittals being solicited in this announcement to avoid any risk of apparent or perceived conflict with the FAA�s terms and conditions which could render their offer ineligible for award. �� Offers must be recieved prior to the closing of the offer due date in thie annoucement. Offers recieved after the close of the offer due date will considered ""late"". Such offers recieved will be determined ineligible for award, and will not be evaluated.� HOW OFFERS WILL BE EVALUATED Offerors will be evaluated using the following evaluation factors: Responsiveness Responsibility Lowest Price SUMMARY OF EVALUATION PROCEDURE All offers will first each be evaluated for factors 1 and 2 to determine eligibility. Factor 3 (Lowest Price) will only be evaluated among offers received that are rated ACCEPTABLE, and are therefore eligible for award. FACTOR 1: RESPONSIVENESS Offeror must receive a rating of �ACCEPTABLE� to be determined eligible for award and evaluated for lowest price. Any offers received that are rated �UNACCETPABLE� in this factor will be determined to be ineligible for award and will not be further evaluated. Offerors will be evaluated for responsiveness and assigned a rating of ACCEPTABLE or UNACCEPTABLE using the following criteria: ACCEPTABLE RFQ: Offeror has submitted a completed solicitation document that contains all pages, and the offeror has filled in all required sections of the solicitation document described in INSTRUCTION TO OFFERORS above. AND OEQ: Offeror has submitted and completed all required sections of the OEQ which cites two projects that are each at least $20K in value, completed or in progress within the last 5 years, and were performed for Federal, State, or Municipal Government entities. UNACCEPTABLE RFQ: Offeror has not submitted a completed solicitation document that contains all pages, or the offeror has not filled in all required sections of the solicitation document described in INSTRUCTION TO OFFERORS above. OR OEQ: Offeror has not submitted or completed all required sections of the OEQ which cites two projects that are each at least $20K in value, completed or in progress within the last 5 years, or were performed for Federal, State, or Municipal Government entities. �� FACTOR 2: RESPONSIBILITY Offeror must receive a rating of �ACCEPTABLE� to be determined eligible for award and evaluated for lowest price. Any offers received that are rated �UNACCETPABLE� in this factor will be determined to be ineligible for award and will not be further evaluated. Offerors will be evaluated for responsibility and assigned a rating of ACCEPTABLE or UNACCEPTABLE using the following criteria: ACCEPTABLE SAM: Offeror submits two fully completed Organizational Experience forms that demonstrate they have successfully performed work that is same or similar in scope to this requirement. AND OEQ: Offeror has been determined to possess a registration in System for Award Management that is active, possesses no active exclusions, and is identified as a small business under NAICS 237990 in their representations and certifications at FAR 52.219-1. UNACCEPTABLE SAM: Offeror does not submit two fully completed Organizational Experience forms, or projects do not demonstrate successful performance of work that is same or similar in scope to this requirement. OR OEQ: Offeror has been determined to not possess an active registration in System for Award Management, or possesses active exclusions, or is not identified as a small business under NAICS 237990 in their representations and certifications at FAR 52.219-1. FACTOR 3: LOWEST PRICE Offerors must be determined eligible for award by receiving a rating of �ACCEPTABLE� to be evaluated for Factor 3. The FAA will review the proposed firm fixed price on Page 2 of the RFQ document of each offeror eligible for award to determine the lowest price offeror eligible for award. The FAA intends to make an award decision without conducting discussions or negotiations. Offerors should not expect an opportunity to change their proposed prices after the close of the offer due date. As such, Offerors are encouraged to submit their lowest and best offers initially. � AWARD DECISION The FAA intends to award a contract to the offeror determined to be the lowest price offeror eligible for award. The FAA reserves the right to cancel this announcement at any time and without notice.
