Description
The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), intends to acquire services to fabricate, repair and deliver of the following items to support the AN/AAR-57A(V) Warning Receiver System, Countermeasure (CMWS). The CMWS is an airborne missile warning system for rotary and fixed wing aircraft, which is capable of detecting Infrared (IR) guided missiles. The mission of the CMWS is to provide a missile warning system to detect and declare a potentially lethal IR missile presence and signal a countermeasures dispenser system to automatically initiate expendable countermeasures as appropriate. The Repair contract requirements will include the following National Stock Numbers (NSNs), Part Numbers (PNs), and Nomenclatures: NSN 4920-01-524-4734, PN 341001-7002, Tester, Countermeasure Dispensing Set (CDT), NSN 5865-01-529-7225, PN 196401-0001, Dispenser Subassembly (DISP), NSN 5865-01-495-3645, PN 3313-AS-450-1, Control, Countermeasures Set (CI), NSN 5865-01-571-8436, PN 8416099-1, Receiver Countermeasure (Gen 3 ECU), 5865-01-457-4947, 8355115G1, Electro-Optic Missile Sensor (EOMS). Detailed technical data for manufacturing or repairing of these items are not available from the Government. The Government only has �Government Purpose Data Rights.� The Government does not have full data rights to the technical information. The CMWS� TDP includes level 2 (Developmental) information. The original manufacturer of the AN/AAR-57A(V) Warning Receiver System, Countermeasure is BAE SYSTEMS, Nashua, NH, cage code 94117. BAE Systems is currently on a five (05) year Indefinite Delivery Indefinite Quantity (IDIQ) contract for spares and repairs with CECOM ILSC. The task is to repair and /or fabricate the above items and to perform required testing and validation of the operational performance in accordance with the Performance Specifications, Acceptance Test Procedures, and the associated Part Number (PN). The task also requires an adequate area to perform acceptance testing, and storage for material and classified hardware up to the SECRET level. The efforts to repair and/or fabricate the items above also requires Infrared Countermeasures Research and Engineering Development capability. Repair Turn Around Time (RTAT) is from 30 days to 90 days. Delivery of these items is 12 months after contract award. The suppliers may find obsolescence issues with the items, in which case they should address their mitigation plan to resolve such a problem. The potential suppliers may be required to warrant that these items supplied will satisfactorily perform when used for the purpose intended by the Army. Requested Response Information: We request sources that can supply the listed parts or services to submit information to show their capability to supply the same or similar parts; their capability to supply the same or similar services. At a minimum the support information you submit should include, but is not limited to, the following types of documentation: Questionnaire. In your response, please include your company name, CAGE code, and a technical point of contract with email address and telephone number. Notice, Response Due Date, and Points of Contact: This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this Sources Sought Announcement (SSA) or reimburse any costs associated with the preparation of responses to this SSA. This SSA is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.� Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
