- Pre-Solicitation Notice: Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract for, Upgrade Fir Alarm System Campus Wide Temple, Project No. 674-19-102, Olin E. Teague Veterans Medical Center (VAMC) 1901 Veterans Memorial Drive, Temple, Texas 76504. The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation (FAR), with an estimated issue date of May 5, 2022, and a projected bid due date of August 1, 2022. Contractor shall provide all necessary labor, equipment, materials, tooling, lifting equipment, infection control and supervision for the installation of new fire alarm system to include electrical connections, wire and conduits, construction barriers, dust control and infection control as per current Central Texas Health Care System guidelines to complete all project work. It is recommended bidders attend the scheduled Pre-Bid Site to be fully acquainted with existing site conditions and scope of work. Field verify prior to bid all existing fire alarm system components locations, fire alarm smoke detectors, fire alarm system annunciator devices fire alarm panels electrical power connections, rooms and buildings locations provided in Scope of Work, Specifications, and Drawings. The fire alarm shall be a new system and contractor shall not reuse any existing fire alarm components. Additionally, contractors shall NOT USE ANY proprietary components for any part of the fire alarm system nor any sub-systems in any of the buildings in the AE fire alarm system design. This project shall follow VA Fire Protection guidelines 2021 edition and NFPA 101 Life Safety Code 2021 edition per SOW, Specifications, and Drawings. The installation of the new fire alarm system shall be coordinated with VA COR and work shall be done during normal working hours 8 am to 5 pm Monday thru Fridays. Weekends work can be requested thru the COR but at no overtime or weekend work rate to the government. If abatement is required, it shall follow applicable TECQ rules and regulations. Project duration shall be 240 calendar days from issuance of the Notice to Proceed (NTP). This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAISC code is 238210, $16.5 Mil. The magnitude of the construction estimated cost range: $2,000,000.00 - $5,000,000.00.
