- THIS IS A PRE-SOLICITATION NOTICE ONLY - This is not a Request for Proposal General Construction services for a Lobby Security Upgrades project in the Keating Federal Building, Rochester, New York. All solicitation posts and updates for this project will be posted to Solicitation No. 47PC0222R0025. The U.S. General Services Administration (GSA), Public Building Service, Northeast and Caribbean Region intends to issue a Request for Proposal (RFP) for a qualified prime contractor that can provide all labor, materials, equipment, tools, management, and full-time on-site supervision required to construct the Lobby Security Upgrades as described in the technical documents in the Keating Federal Building, Rochester, New York. This project includes, but is not limited to, furnish all materials, equipment, labor, and supervision to perform all work described by the contract documents. The work includes: Modifications to planters, security fence, and fence swing gates. Structural hardening and improvements at identified columns. Provide temporary ABAAS compliant public entrance at the northeast side of the building. Provide storefront system between identified columns. Provide air lock vestibule with ABAAS compliant entrance and exit doors, and rotary door. The existing curtain wall system is to remain in place and existing security procedures will remain intact. Contractor to ensure a protected, clear path is maintained for public entry and egress. Provide curtain wall system. Remove concrete pavement and provide concrete pavement to slope from the existing sidewalk to the finished floor level. Modify MEPFP systems. Construct the security station, gun locker, and storage room. Modifications to the stair vestibule. Provide turnstiles. Provide signage. The contractor shall expect to interface with the United State Marshall Services (USMS) security vendor during the work, to incorporate and coordinate work involving the current and new security system elements required by the contract. The contractor shall expect to interface with the GSA Authority Having Jurisdiction (AHJ) for all major Life Safety contract submittal reviews & approvals. Typically, all submittals, once completed, will be grouped and transmitted to the AHJ for review and final approval. The Estimated Construction Cost for this project is between $1,000,000 and $5,000,000. The anticipated period of performance is 342 days commencing one day after the Notice to Proceed is issued. This requirement will be issued as a Total Small Business Set Aside in accordance with FAR 6.203. The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction. The U.S. Small Business Administration size standard is $39.5 million dollars in annual sales and receipts averaged over the last three (3) completed fiscal years. This requirement will be solicited as a competitive acquisition utilizing the Lowest Price Technically Acceptable (LPTA) source selection process and will be awarded as a firm fixed price construction contract. The full extent of the work will be described in the official solicitation documents along with the design specifications and drawings. No other information will be available before the solicitation is posted. It is anticipated that the solicitation will be issued on or about May 4th, 2022, with proposals due or about June 1st, 2022. The solicitation (drawings, specifications, clauses, and provisions, and bid forms) will only be available electronically on Beta.SAM.gov. All potential offerors must have an active registration in the System for Award Management (SAM).
