THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source basis in accordance FAR 13.106-1(b)(1)(i) with The Jackson Laboratory, located at 600 Main Street, Bar Harbor, Maine 04609, as the only responsible source that can provide �Walter Reed Army Institute of Research (WRAIR) for lab services and research to produce 30 homozygous male mice. �� The Medical Readiness Systems Biology (MRSB) a division of the Military Psychiatry and Neuroscience (CMPN) at the WRAIR is responsible for the development of evidence-based knowledge products and interventions to optimize the readiness and resilience of Soldiers across the deployment cycle.� The objective of MRSB is to facilitate a rapid and efficient transformation of biomedical knowledge to clinically actionable items. MRSB aims to deliver a comprehensive molecular etiology of disease dynamics towards developing precision care and systems medicine. MRSB�s ultimate goal is to improve the warfighters wellness, performance, resilience, and readiness.� This requirement is to support MRSB�s Animal Model Research for treatment of Post-traumatic stress disorder (PTSD). This research is a follow-on to a previous award with The Jackson Laboratory that was put on hold due to funding constraints; as a result, The Jackson Laboratory currently holds existing frozen specimen at its site to complete the project. Lab Service: The Jackson Laboratory will perform a Speed Expansion using imported cryopreserved wildtype(C3_cKO) noncarrier(Sox2-cre) homozygous (C3 recombined) (Stock# 409157) sperm and C57BL/6J (stock# 000664) oocytes. The resulting heterozygous mice will be intercrossed to generate a single shipment of 30 homozygous (C3 KO) male mice at 5 to 8 weeks of age. Once the shipment is complete, the project will conclude and removed within 4 weeks unless another change order is requested to extend the project. Services will be performed on-site at the Contractors facility. Deliverables: 30 homozygous (C3 gene Knockout) male mice at 5 to 8 weeks of age. The intended acquisition will be classified under North American Industry Classification System (NAICS) 541714 Research and Technology in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) , with a size code of 1,000 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a)(1). USAMRAA intends to release a solicitation no sooner than fifteen (15) days after publishing this synopsis. This Special Notice of Intent (NOI) is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to The Jackson Laboratory. All responses concerning this notice shall be emailed to Rebecca Wisner at rebecca.c.wisner.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 03 May 2022. No phone calls accepted.
