Description
The nature and/or description of the action being approved. Sole Source Award� to (Large Business) Bunzl Processor Division, LLC / DUNS:� 007169634/CAGE Code:� 82544/ SAM: T2CVHHABXYD3, for a Firm Fixed Priced Purchase Order for� SHD C Stunner Parts and Hog Snares to be used for depopulation of swine during African Swine Fever outbreak in the Dominican Republic. All cost to include but not limit to: overhead, general and administrative, profit, insurance, and transportation. �Total Dollar Amount $ 77, 395.20 � The statutory authority permitting other than full and open competition.� The following circumstance justifies the exception to sole source/brand name under FAR 13.5: In accordance with procedures at FAR 13.501(a)(i)(ii) and 2(ii) The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. And And FAR 6.302-1� (c) Application for brand-name descriptions. �Statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.� Bunzl Processor Division, LLC DUNS: 007169634/ CAGE: 82544 SAM: T2CVHHABXYD3 is the exclusive distributor of the JARVIS (brand) hand held stunner line in the United States.� �NVS has procured captive bolts from this vendor previously under five year IDIQ Contracts AG-6395-C-11-0138 and �AG-6395-C-16-0210, and currently under IDIQ Contract 12639522D0060. �Although the items being purchased are not listed on the current IDIQ contract; �This is the only captive bolt product of its kind utilized for NVS depopulation of Swine, Cattle and Bulls. �The JARVIS (brand) �captive bolt is the only system that responders have received training and certification to operate.� The National Veterinary Stockpile currently has 300 of these Universal (briefcase/pistol grip style) Captive Bolt Kits in inventory.� �Procuring the same captive bolts systems will ensure consistency across the agency.� The captive bolts will be utilized by trained and certified agency response personnel and secured with the Incident Management Team during a national emergency for depopulation. Vendors must have the capability to meet the AVMA guidelines to ensure that animal welfare laws are not violated. The Universal (briefcase/pistol grip style) �JARVIS (brand) Captive Bolt Kits sold in the United States only by Bunzl Processor Division, LLC, have been highly effective.� �Description of efforts made to ensure offers are solicited from as many potential sources as is practicable.�� Previously Sources researched stated they could provide other devices, such as Koechner's Euthanizing Device, which USDA deems inappropriate for depopulation. Quality euthanasia and humane slaughter represent important aspects of animal welfare. Captive bolt technology enables USDA with emergency depopulation capability in accordance with animal welfare goals by delivering scientifically tested products that support: 1) AVMA Euthanasia Guidelines, 2) established animal welfare audit programs, and 3) the enhanced market requirements of retailers worldwide. �Description of the market research conducted and the results or a statement of the reason Market Research was not conducted.� SAM.gov Sole SrcNotice# NVSL1058321 posted 2/08/2022 and closed on 02/23/2022 Which stated �if a firm believes it can meet the requirements it must furnish information about its products and services to the Contract Specialist listed on this notice by 4:00pm. Mountain Time (MT) on the closing date of this notice. No Response This Market research found that no other vendors manufactured a product that meets American Veterinary Medical Association (AVMA) Euthanasia Guidelines. The AVMA Guidelines for the Euthanasia of Animals are intended for use by members of the veterinary profession who carry out or oversee the euthanasia of animals. The overriding commitment of these Guidelines is to provide veterinarians guidance in relieving pain and suffering of animals that are to be euthanized �Any other facts supporting the use of other than full and open competition.� JARVIS (Brand) Captive Bolt Euthanasia devices meet The American Veterinary Medical Association (AVMA) Euthanasia Guidelines. The JARVIS (brand)� captive bolt is the only system that USDA/APHIS/VS responders have received training and certification to operate.
