Description
Anderson Ranch Turbine Modernization and Runner Replacement This is a Sources Sought announcement only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No solicitation is currently available. Responses to this Sources Sought will shape the acquisition strategy in developing a competitive requirement. The Pacific Northwest Regional Office of the U.S. Bureau of Reclamation is conducting market research for a construction contract for the Turbine Modernization and Runner Replacement on two units at the Anderson Ranch Powerplant. The project is located at the Anderson Ranch Powerplant on the South Fork Boise River, approximately 20 miles northeast of Mountain Home, Idaho, in Elmore County. Due to the access routes, this location would be considered as remote. The principal components of work will be: A. Vertical Francis Type Turbine Runner and Wicket Gate: 1. Hydraulic design, computational fluid dynamics (CFD) analysis, hydraulic transient analysis, and report. 2. Furnish and install stainless steel vertical Francis type turbine runners, nose cones, and appurtenant components for new runner. 3. Furnish and install stainless steel wicket gates and appurtenant components for new wicket gate. B. Overhaul Turbine Components: 1. Perform unit signature readings and disassemble. 2. Refurbish embedded components by onsite machining. 3. Refurbish discharge ring, bottom ring, headcover, packing box, operating ring, generator and turbine bearings, gate levers and links, servomotors, brakes, and bearing brackets. 4. Furnish and install new stationary wear and seal rings, wicket gate and operating mechanism bushings and bearings, shear and linkage pins, facing plates and end seals, cooling coils, critical connection fasteners, and shaft sleeves. 5. Rebabbitt turbine and generator bearings. 6. Reassemble and assist commissioning. The estimated magnitude for this project is between $10 to 20 million. Sources are being sought for firms, of any size, with a North American Industry Classification System (NAICS) Code 237990 - Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $39.5 million. Small businesses are highly encouraged to respond to this sources sought notice. Responses are requested with the following information: 1. Offerors� name, address, DUNS/UEI number, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, or 8(a). 3. Description of capabilities to meet the requirement. 4. Country of manufacture of the turbines. Please supply documentation of the country of manufacture of the turbines. 5. Lead time for manufacture and delivery of turbines and estimated total period of performance for the entire contract based up the attached DRAFT specifications. 6. Construction bonding levels, aggregate and per contract. 7. Please provide any comments or concerns regarding the DRAFT specifications.
