- This is a sources sought synopsis in support of a market survey being conducted by the 316th Contracting Squadron, Joint Base Andrews, MD 20762 in accordance with Federal Acquisition Regulation Part 10, Market Research, to determine interest and capabilities of potential sources to provide: Fuel Spill Response Team This synopsis is for informational and planning purposes only and does not constitute a solicitation, a synopsis of a solicitation, a commitment on the part of the Government to later publish a solicitation, or ultimately award a contract. The Government will not reimburse the costs of preparing or submitting a response to this synopsis. The intent of this notice is to identify potential offerors to provide: Fuel Spill Response SCOPE Decontaminate approximately 19 cubic yards (est 60K lbs) of soil to be taken to an authorized landfill within 5 days MDE requirements, there will need 3 samples spaced at equal intervals to be collected in the area Samples should be collected at excavation depth in the areas exhibiting the ost significant signs of contamination as determined by staining, odors, etc Samples should be analyzed for TPH-DRO and TPH-GRO by EPA Method 8015 and VOCs including fuel oxygenates and naphthalene by EPA Method 8260 MDE requires all soil samples submitted for lab analysis be collected and field preserved in accordance with EPA Method 503 One composite sample for landfill to verify contamination is limited to petroleum will be required Interested sources capable of providing this requirement must respond via e-mail to antoine.toran.ctr@us.af.mil, referencing Fuel Spill Response no later than 18 April 2022, at 1200PM EST (local time). Interested sources shall indicate whether they are capable of providing the subject requirement, how long after issuance of a purchase order would it take to complete the requirement, and furthermore indicate their size and status (i.e., small business, 8(a), HUBZone, WOSB, SDVOSB, etc.). The applicable NAICS for this requirement is 562910 Remediation Services. � NOTE:� RESPONSES TO THIS SOURCES SOUGHT SHALL STATE IF THEY ARE A SUPPLIER OR MANUFACTURER No other information is required at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement. An award will not be made on offers received in response to this notice.� This source sought synopsis is not a Request for Quote (RFQ); it is a market research tool being utilized to determine the availability of sources.
