Description

***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SFSC), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Life Technologies Corporation out of Carlsbad, CA to provide annual preventative maintenance inspection and re-calibration of AB3500 Genetic Analyzer instrument by trained service engineer and certification that the instrument is performing to OEM specifications. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Life Technologies is the only authorized provider of this maintenance service on this specific equipment. Life Technologies is the manufacturer of the instrument and has trained service engineers knowledgeable and experienced in maintaining this instrument. Only Life Technologies service engineers have full and exclusive access to the instrument�s latest technical developments, repair procedures, software application updates and planned maintenance procedures. The consumable parts such as capillaries, mechanical parts, motherboards, radio frequency identification (RFID) tags are patented parts only available from the manufacturer, Life Technologies and must be new items, refurbished items will not be acceptable. The equipment must be calibrated accurately and maintained according to the manufacturer�s specifications. Any deviation from the design specifications would compromise the integrity of ongoing research studies. Service outages due to equipment failure must be remedied promptly with emergency service to avoid harmful delays to research schedules. Period of performance will be for a base year starting on 10/1/2022 through 9/30/2023 with 4, 12 month options. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
