From this day forward all information regarding this solicitation will be posted under the NEW Solicitation Number FA252122R0011. THIS UPDATE ONLY TO NOTIFY OFFERORS THAT THE ASCENSION BASE OPERATIONS SUPPORT (ABOS) SOLICITATION NUMBER HAS CHANGED. The ABOS solicitation number has changed from old solicitation number FA2521-21-R-0023 to the NEW Solicitation Number FA252122R0011. ****************************************************************************************************************************** The Government is posting responses to industry questions regarding the Draft RFP and attachments. In the attachment titled ABOS Attachment L-01 Question and Answer Combined Draft RFP 4 Apr 22.� The RFP will be forthcoming soon.� *********************************************************************************************************************************** Ascension Base Operations Support (ABOS) Pre-solicitation Notice and Synopsis PRE-SOLICITATION NOTICE: �THIS IS NOT A REQUEST FOR PROPOSAL. �A FINAL SOLICITATION DOCUMENT DOES NOT EXIST AT THIS TIME. � � The Space Launch Delta 45 (SLD 45) and the 45th Contracting Squadron, Patrick SFB, Florida announces the anticipated release of the solicitation FA2521-21-R-0023, Ascension Base Operations Support (ABOS).� No proposals are being requested or accepted with this synopsis. This synopsis is not to be�construed as a commitment by the Government. � Description of Services: �This follow-on acquisition is for a non-personal services contract to provide base operations services and mission support at Ascension Auxiliary Air Field (AAAF) described in the Draft Performance Work Statement dated 9 Feb 22. � The scope of this acquisition will include Operation and Maintenance (O&M) of High Frequency Global Antenna and tenant systems, broad range of Civil Engineering (CE) services, non-mission communications, airfield management, air traffic control, aircrew services, airfield ground support services, variety of public health and medical services (including laboratory services), emergency response, emergency medical (Advanced Life Support), fire protection services for facilities, aircraft and personnel, security services for surveillance and intrusion detection, emergency management program, lodging, housekeeping, custodial, dining, laundry, recreation and other related services at AAAF. This is a 100% Total Small Business Set-Aside competitive acquisition.� The applicable North American Industry Classification (NAICS) code is 561210 (Facilities Support Services), the size standard is $41,500,000.00 and the Product Service Code is Z1AZ. �Conflict of interest rules apply and offerors will be required to submit mitigation plans following release of the Request For Proposal (RFP).� An Indefinite Delivery-Indefinite Quantity (IDIQ) service contract with Firm Fixed Price, Cost Plus Fixed Fee and Cost Reimbursable Contract Line Item Numbers (CLINs) are contemplated. �The estimated ceiling is $225,000,000.00. �The minimum guarantee is $3,000.00. The performance period is for a 10-year ordering period. �This ordering period consists of a 5-year base period which includes a three month phase-in option and one four and a half year option period from time of award. �Additionally, the last ordering period of the 10-year ordering period will be for the 6-month Option to Extend Services in accordance with FAR 52.217-8. Past Performance Tradeoff source selection procedures will be used. �Release of the RFP is anticipated in March 2022. �Foreign contractors are not allowed to participate in this contract. The Government requires proposal submissions be conducted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://piee.eb.mil. �To initiate the proposal submission through PIEE, the Offeror must register as a proposal manager. �Training on the solicitation module is available for proposal managers through PIEE at https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml. �Subcontractors who have proprietary data and do not want to submit this data to the prime must submit it through PIEE. �The subcontractors will register as a proposal manager, and create a separate proposal submission from their prime. �Offerors submitting via PIEE Solicitation Module should follow up via email to confirm receipt. �Offeror and offeror�s team are responsible for confirming proposal submission is received prior to the proposal due date.� This pre-solicitation and synopsis has posted with all the Draft ABOS RFP documents for industry inputs and comments. �Offerors should submit all comments/questions/inputs on Attachment L-01 Question and Answer Template in writing from the Draft RFP documents to be posted via email. �Please respond with questions and comments no later than� 4 March 2022 to the Procuring Contracting Officer, Ms. Tammy Davis at tammy.davis@spaceforce.mil and Mr. Oren Gilbert at oren.gilbert@spaceforce.mil. � The Government will be posting responses to comments/questions from the draft RFP prior to the RFP release. �Please continue to monitor the System for Award Management website (https://sam.gov) for any updates. �Potential offerors must be currently registered in the System for Award Management to be eligible for award.� Also, the Government would like to thank all the offerors that responded to the ABOS RFI 1. �We received two questions from offerors that were not responses to the Government questions. �From the two questions received, the Government has updated Draft Performance Work Statement (PWS) paragraph 1.5.6, Key Personnel and subparagraphs and the language in PWS paragraphs 4.4.10.3 and 4.4.10.4. �Additionally a general statement I would like to make to industry is �Based on the current source selection method of Past Performance Tradeoff, there are no strengths considered in the tradeoff.� �The Government will be posting responses to draft RFP comments/questions prior to the RFP release. �Thank you again for your interest in the ABOS acquisition! �� �
