- A few questions have been asked. 1. interpretation on section 4.1 on the solicitation. -� My interpretation of Clause 4.1 is that withing 8 days of the notice to proceed the prospective vendor has knowledge of and has obtained or has submitted and awaiting response for required permits regarding all known utilities to be involved in this project. This does not need to be completed within 8 days. The 8 days are for understanding and knowing all required utilities. This way we know that within 8 days the prospective vendor should be able to start all necessary work and not have delays in the job due to permitting. 2. What is the maximum amount allowed for advance payment? This project is not necessarily going to use advanced payments due to the anticipated project value. If advanced payment is desired it will be addressed on a case by case basis. If advanced payments are necessary they will not affect the selection process. 3. What are the payment Terms for this project? The payment terms on this project are net 30 after the completion of the project. 4. Is this project subject to the Davis-Bacon Act? The Davis-Bacon Act is for something that is a construction project. This will be more of a service project with minimal possible construction involved. Based on this the Davis-Bacon Act will not be used, but the Service Contract Labor Standards act would apply. 5.�The new compressor will fit in the current concrete pad, but the rest of the equipment not. Is that suitable for you? or will be necessary to add a new concrete pad for the dryer and filter tower? The equipment other than the new compressor can be installed on the concrete floor surrounding the pad. 6. Air Treatment Configuration? The 1.4-5.2 allows for maximum particulate and oil aerosol removal which would be most appropriate out of all the choices for use in a laboratory environment.� The desired quality class evidently wasn�t identified by the Lab so I am picking the Quality Class on the conservative side on the chance that the compressed air is used in at least one of their labs.� This may affect the price of the project however it should be across the board for all prospective bidders and therefor reflected in their bids of which I will make allowance for the increase, if any, when I look at them for which one is most value for the money before we award and write a justification if needed as to why the cost was higher than expected.� Please make sure the bidders detail out their costs in an unlocked Excel spreadsheet so I can easily compare between them as opposed to a lump sum cost on their bid document. An additional site visit has been added. This site visit will be held on Thursday April 7th at 3:00 PM. Please inform lynn.hults@usda.gov of the company and personnel to attend by 4:00 PM Wednesday April 6th. Please limit the number of people you send. This solicitation has been extended until Tuesday April 12th. This solicitation is being extended until 04/07/2022 because we have found that some prospective offerors require more time to prepare. This will provide the additional time. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12405B22Q0050 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The associated NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a small business size standard of $15 Million. USDA, ARS, SHRL 13601 Old Cutler Road Miami, FL 33158 Is looking for Install New Scroll Compressor in Building 89 that fits into the associated Statement of Work. A site visit is recommended. The site visit is scheduled for Tuesday, March 15th at 9:00 am. Please provide your company name and personnel names of those attending this site visit. Please minimize your number of attendees due to the locations COVID occupancy restrictions. The names need to be provided by Monday, March 14th at 2:00 pm to lynn.hults@usda.gov. Please reference this solicitation number in the email title. The Government anticipates award of a Firm Fixed Price contract. Each offer must show a breakdown giving price of each element, provide descriptive literature or information showing that the offered service meets all parts of the Statement of Work. Vendors responding to this announcement shall submit their estimate in accordance with FAR 52.212-1.
