Description
The Department of Veterans Affairs, VA Ann Arbor Medical Center VISN 10, 2215 Fuller Road, Ann Arbor MI 48105, in accordance with FAR 13.106-1(b), intends to request quotation on a sole source basis with University of Michigan for the provision of the services of Dr. Thomas Sisson. NAICS 541715 and PSC code AJ11 apply. Dr. Thomas Sisson will serve as a Co-Investigator on the VA-funded study entitled Advancing Non-Invasive Diagnostics and Treatments of Deployment-Related Chronic Lung Disease in Gulf War Veterans with John Osterholzer, MD as the Principal Investigator requires the services of a consultant to provide technical assistance in fibrosis biology. Dr. Sisson will perform his portion of the work from his office at the University of Michigan. There he will review recent data and assess with manuscript preparation. Furthermore, he will ensure that there are proper statistical comparisons of data and publish the data. Dr. Sisson is a Professor in Internal Medicine at the University of Michigan. He is a recognized expert in the field of lung epithelial cell biology with extensive experience investigating cellular and molecular mechanisms lung epithelial injury and pulmonary fibrosis. He developed a novel model of repetitive gene-targeted injury to type II alveolar epithelial cells and assisted Dr. Osterholzer in the generation of preliminary data demonstrating a protective effect of CD36 deficiency in response to apoptotic cells and oxidized phospholipid. He and Dr. Osterholzer have an established and productive collaborative relationship as evidenced by 3 co-publications, 2 manuscripts in preparation, and reciprocal Co-Investigator status on recent DOD and NIH grants. Periods of performance are estimated as follows: Base Period of Performance: 05/01/2022 04/30/2023 Option Year 1: 05/01/2023 04/30/2024 Option Year 2: 05/01/2024-07/31/2024 This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
