Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Notice of intent to award a sole source contract to Southeast Alaska Petroleum Response Organization (SEAPRO), 540 Water ST STE 201, Ketchikan, Alaska 99901-6378, United States. SEAPRO will provide response equipment, personnel, and services to Glacier Bay National Park & Preserve in the event of a release or threatened release (discharge) of petroleum products, or for a discharge exercise (drill) conducted by any authorized Government agency. (See General Description below). Under authority of FAR 6.302-1(a)(2)(ii). The value of the contract is expected to be $8,000 per year, Current year plus four option years total with options $40,000.00. SEAPRO is a large business under NAICS 562910. Glacier Bay National Park & Preserve is an International Biosphere Reserve and World Heritage Site comprised of 3.3 million acres located in Southeast Alaska. Park headquarters is located in Bartlett Cove, approximately 60 air miles west of Juneau, Alaska. Bartlett Cove is the only developed area within the park that has a shore-based Marine Transfer Related (MTR) facility and substantial fuel storage capacity. The tank farm at the MRT has a total capacity of 121,230 gallons of fuel, and other storage tanks in the Bartlett Cove area total 26,230 gallons, with approximately 30-55 gallon drums (1,650 gallons) for a grand total of 148,880 gallons of storage capacity. Under the regulation set forth in the Oil Pollution Act of 1990, this facility requires an approved response action plan, the Facility Response Plan (FRP). This plan calls for working with a qualified Oils Spill Response Organization (OSRO) in the event of any spill greater than the identified Average Most Probable Spill Scenario (150 gallons or greater). This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. This supply will be procured under Firm Fixed Price Supply in accordance with FAR 12 procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1.
