- Description:� This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition; and (4) availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. For equipment/supply requirements, small business responses must include: (1) the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture), as well as (2) the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background:� The National Institutes of Health (NIH) is the nation�s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge. The mission of the NIH also includes enhancing health, lengthening life, reducing illness and disability, conducting, supporting and making medical discoveries that improves and saves people�s health and lives. The National Center for Advancing Translational Sciences (NCATS) is a part of the NIH, with a mission to catalyze the generation of innovative methods and technologies that will enhance the development, testing, and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. Medicinal chemistry optimization is essential to the development of probe molecules to test therapeutic hypotheses in disease-relevant models. It provides the starting point for all information in structure-activity relationship (SAR) studies and in the optimization of physicochemical/PK properties. Small molecule synthesis plays an important role in such SAR campaigns across all projects in the chemistry lab. The majority of organic syntheses require reverse phase column chromatography for purification of compounds. Following purification, the desired compounds are dissolved in solvents which contain both aqueous and organic components, along with dilute acid or base. The lyophilizer allows for removal of solvent components, particularly the high-boiling aqueous phase, using freeze drying techniques which provides the final dry desired compound. This is an essential aspect of lab workflow. Current lab instrumentation does not allow for lyophilization of larger volume (>50mL) solutions and is also not readily accessible to the medicinal chemistry staff as it is mainly used by the analytical team. Therefore, a freeze-drying system is required for NCATS researchers and scientists to conduct its new and ongoing research studies. Purpose and Objectives: The purpose of this requirement is to procure one (1) high quality, reliable, freeze-drying system. This system is required to evaporate/lyophilize solutions arising from reverse phase column chromatography and will contain small amounts of acid and organic solvents up to 40%. Project Requirements: Purchase Description: Brand Name: Lyovapor L-200 freezedryer Manufacturer�s Name: Buchi Corporation Catalog Number: 11L200IN0102003102 Salient Characteristics The significant, essential physical, functional, performance, or material element(s) that the Government�s minimum acceptable standards are for an equivalent system are as follows: The system shall have a drying chamber that can reach no higher than -55 degrees Celsius with a capacity of no less than 6kg/day. The system shall have a manifold rack with a minimum of 12-ports. Pressure control system that monitors/integrates the pressure of the vacuum pump and adjusts it appropriately over time to evaporate solvent. The system shall have a vacuum pump compatible with organic solvent. Includes all components required to be fully functional without a separate purchase of any additional equipment or parts to be fully operational. The system�s condenser must be capable of auto-defrost and can be easily cleaned/emptied. Other Requirements The Contractor shall provide an Original Equipment Manufacturer (OEM) certified service technician to perform setup and installation for staff members. Warranty - The Contractor shall warrant that the system will be free from defects for a period of at least 2 years from the date of installation, inspection by the Government, and acceptance. The Contractor shall further warrant that all components will be free from defects for a period of at least 2 years from the date of installation, inspection by the Government and acceptance. Warranty service shall include trouble-shooting capabilities based on complete knowledge of the entire system. A rapid response (within one business day) to service requests is required. The Contractor shall demonstrate that it is capable of providing this level and speed of service. Warranty shall not include routine or periodic maintenance services. Contract Type and / Delivery Date: The Government anticipates awarding one (1) firm fixed-price purchase order under a future solicitation. The anticipated delivery date including installation and trianing is within four (4) months after receipt of order (ARO). The Contractor shall deliver and install the equipment to the NIH Delivery Address in Rockville, Maryland within 90 days after receipt of order (ARO). The equipment shall be delivered and installed between the hours of 8:00am and 5:00pm EST, Monday through Friday. Delivery must be Freight on Board (FOB) Destination and include inside delivery. The equipment shall be delivered and installed in coordination with the NCATS personal [to be named at time of award] at the time the equipment is ready to be shipped. The Contractor shall provide on-site training within 30 days of equipment installation. The Contractor shall deliver, install, and provide training on the system within 120 days after receipt of order (ARO). Capability statement /information sought: Respondents must provide clear and convincing documentation of their capability of providing the products specified in this sources sought notice. Moreover, interested vendors must provide a capability statement for: � the difficulty and/or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts; and � information regarding respondents�: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. � written capability statements should demonstrate organization�s capability to provide the brand-name or equal items listed in the Project Requirements section above. If the entity believes to be an authorized resellers of the brand-name product specified in this announcement or it desires to offer an equal product, the entity�s capability statement must include: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the Project Requirements section above; and country of manufacture of the product. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. Submission Instructions: One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer.� Facsimile responses are NOT accepted.
