- This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response.� This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition.� NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST�s use of such information.� NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.� In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in the response. � NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. � NIST is seeking information from sources that are capable of providing one (1) phosphor imaging system. Summary of Requirements: The Radiation Physics Division is responsible for dissemination of the SI units for absorbed dose (the gray) and radioactivity (the becquerel). It is important for measurement and safety purposes to know the distribution of radiation emitted from any given source. This system is needed to create images of sources of radiation including but not limited to; calibrated sources, sources made at NIST for SRMs and/or experiments, neutron beams, and sealed containers. These images will be used to determine the homogeneity of calibrated sources. Images are compared with one another to learn more about the radioactive content and condition of sources. Our Neutron Group uses images of neuron beams to determine the beam intensity distribution which is used for calibrations, experiments, and imaging applications. Images are also created when more information is needed about the contents of a sealed container housing radioactive sources. Scope This required equipment is going to replace the TyphoonFLA7000 imaging system, which was deemed unrepairable. The replacement needs to provide the same or better; resolution, versatility, scanning area, and speed.� In addition, a system that is compatible with our current software and supplies will prevent unnecessary spending and delays in productivity.� The images created with new imaging system will provide the Radioactivity Group with valuable details related to the homogeneity of sources sent in for calibration as well as sources added to and maintained in user inventories. Similar details can be obtained and shared with RSD when questions arise about containers with unknown contents that include radioactive material. The Neutron Physics Group images neuron beams to determine the beam intensity distribution which is used for calibrations, experiments, and imaging applications. Fast scanning times, large scanning area, and versatile files types are required for these applications. The system shall meet or exceed the minimum requirements identified below. All items must be new.� Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.� The use of �gray market� components not authorized for sale in the U.S. by the Contractor is not acceptable.�� All line items shall be shipped in the original manufacturer�s packaging and include all original documentation and software, when applicable. Contract Line Item Number (CLIN) 0001: The Contractor shall provide one (1) phosphor imaging system that meet the following minimum specifications: The imaging system shall be compatible with FujiFilm BAS-MS 2025 and BAS-TR 2025 imaging plates, plate cassettes (20 x 25 cm), and plate erasers. Compatible plates will be exposed by neutron beams and alpha- and beta-particle emitting sources with a broad range of energies; 18 keV to 6 MeV Average exposure times shall be within the timeframe of minutes, to no more than 2 days for source activities as low as 40 Bq. System resolution shall be 10 microns, and be compatible with magnetic imaging plates that maintain a resolution of 10 microns. �System shall produce a 16-bit image. Multiple sources are exposed concurrently, and large-area sources can be up to 10x15 cm. Imaging plates compatible with the scanner shall be large enough to accommodate 10x15 cm sources. Scanner shall be capable of scanning phosphor imaging plates(screens) of 20x25 cm. Scanning times shall be measured in seconds or minutes. Shall allow for the scanning of radioactive sources of very low energy via: � Providing general phosphor imaging plates and special plates sometimes referred to as �tritium screens� in order to produce images for low energy sources. The system shall be compatible with both plate types, in a reusable form. (these compatible plates or screens must be reusable) � The system�s control computer should be compatible with NIST (iTAC) supported operating systems and meet the requirements to be connected to the NIST network to include: Control Computer Requirements: Windows 10 operating system TPM 2.0 Secure Boot / UEFI Trusted Execution technology CLIN 0002: The Contractor shall perform the following maintenance for the proposed system indicated in CLIN 0001: Check and test all parts and mechanical and electrical systems functionality. Clean all parts, replace with spare parts where and when needed. If additional replacement parts outside the scope of work for the above tasks is needed the Contractor shall contact the Contracting Officer for approval prior to installing the additional parts.� Upgrade system software to newest version if available at time of service. Provide certification showing that systems meet original manufacturer�s specifications One (1) visit per period of performance OPTION CLIN 0003: The Contractor shall perform all tasks listed under CLIN 0001 for a period of twelve (12) months after the completion of CLIN 0001�s period of performance with execution of a modification to exercise the option. OPTION CLIN 0004: The Contractor shall perform all tasks listed under CLIN 0001 for a period of twelve (12) months after the completion of CLIN 0002�s period of performance with execution of a modification to exercise the option. OPTION CLIN 0005: The Contractor shall perform all tasks listed under CLIN 0001 for a period of twelve (12) months after the completion of CLIN 0003�s period of performance with execution of a modification to exercise the option. OPTION CLIN 0006: The Contractor shall perform all tasks listed under CLIN 0001 for a period of twelve (12) months after the completion of CLIN 0004�s period of performance with execution of a modification to exercise the option. NIST is seeking responses from all responsible business sources to include small businesses AND U.S. manufactured items. Small businesses are defined under the size standard of 1,000 employees associated with the applicable NAICS code, 334516� Analytical Laboratory Instrument Manufacturing. Please include company�s size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the requirements described herein.� Businesses able to provide the requested equipment are directed to email a detailed response describing their capabilities to tracy.bisson@nist.gov no later than the response date for this source sought notice. The report shall include any information relevant to the organization�s capabilities to meet the requirements detailed in Summary of Requirements. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Number of days, after receipt of order that is typical for delivery of product. 4. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 5. Indication of whether the product proposed is a commercial item, currently offered in the market place.� 6. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 7. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested vendors to submit any questions or comments regarding the Draft Summary of Requirements via email to tracy.bisson@nist.gov within 3 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by April 15, 2022 at 11:59 pm EST.
