Description
The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing tactical mission operation support for the Perseverance Mastcam-Z investigation as described in the attached statement of work . This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code 541990 All Other Professional, Scientific and Technical Services and associated size standard $16.5 M apply to this announcement. All responsible sources may submit capabilities statement detailing the ability of their service to meet the statement of work included with this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to glewando@usgs.gov and must be uploaded and received in their entirety no later than 1500 ES, Wednesday April 13, 2022. Responses submitted by other means shall not be accepted or considered. Statement of work A. Tactical Mission Operations Support is needed for the NASA/Jet Propulsion Laboratory (JPL) Perseverance Mastcam-Z Investigation at the Astrogeology Science Center (ASC) in Flagstaff AZ. The Mastcam-Z investigation is led by Arizona State University (ASU; Prof. (REDACTED), Principal Investigator). B. The USGS Astrogeology Science Center (ASC) is directly involved in multiple NASA planetary missions, including the Mars 2020 �Perseverance� rover mission. Specifically, the ASC is heavily involved in the operation of the Mastcam-Z instrument on the Mars 2020 rover and processing/analysis of Mastcam-Z data. C. The Mars 2020 Perseverance Rover Mast Camera Zoom (Mastcam-Z) Multispectral, Stereoscopic Imaging Investigation, Space Sci. Rev. 217, doi:10.1007/s11214-020-00755-x. D. Contract work is needed to support tactical mission operations and data analysis for this NASA-funded project. A. Technical Requirements. 1. Independently, and not as an agent of the Government, the contractor shall provide experienced and qualified individual(s) to complete the tasks described below. The government requires a specialist in Mars rover mission operations (uplink and downlink) and geologic data analysis to support Mastcam-Z mission operations as a Science Payload Downlink/Uplink Lead (sPDL/sPUL). sPDLs and sPULs will rotate into the tactical role as scheduled in advance. 2.The contractors performance will be monitored by reviewing daily sPDL and/or sPUL reports and processed data on internal Jet Propulsion Laboratory and Arizona State University web sites. B. Deliverables. 1. Support tactical Mars 2020 mission operations as scheduled on any weekday by the Mastcam-Z team, serving as a liaison between the Mars 2020 tactical team and the Mastcam-Z science team, approximately 20 hours per week. 2. Become and remain familiar with Mastcam-Z operational modes and best practices 3. Communicate lessons learned from tactical operations experience to the Mastcam-Z team within 24 hours. 4. During sPUL shifts, participate in uplink planning meetings via WebEx, provide Mastcam-Z information via Mattermost (chat), populate science intent and requestor field in planning software, and document planned activities in web-based reports. 5. During sPDL shifts, review and examine Mastam-Z data received during the previous mission plan, generate special Mastcam-Z image/multispectral products as requested and deliver them to the Mastcam-Z team within 24 hours of data receipt on internal JPL and ASU web sites. Complete Science Support Report and document new file locations. Notify Mastcam-Z staff of any concerns or especially interesting results immediately. 6. Apply excellent written and oral communication skills (English) to communicate effectively with scientists/researchers, collaborators, and other mission operations staff. 7. Tactical operations reports and high-level data products must be delivered by the end of each days shift. SUPPORTING INFORMATION A. Work will be entirely computer-based from the contractors home office with remote access to USGS, JPL, and ASU internal networks via VPN. B. Period of Performance will be from date of award to 9/30/2022. Level of effort expected to be approximately 20 hours/week. C. Government Furnished Property (GFP): Yes D. Special Considerations. 1. The contractor will require a minimum of 3 years of experience in 1) Tactical Mars rover operations and 2) Modern image processing software, including the Interactive Data Language (IDL). 2. Office work is sedentary and may involve long periods of working at a desk and computer. 3. All DOI/USGS required safety and security training shall be provided by DOI/USGS.
