- THIS IS A SOURCES SOUGHT NOTICE AND IS NOT A REQUEST FOR PROPOSALS. The United States Army Rapid Capabilities and Critical Technologies Office (RCCTO) is issuing this Sources Sought notice to identify if there are any responsible providers in support of the RCCTO Weather Analysis and Survivability Prediction (WAASP) for Hypersonic Joint Flight Campaign Testing. This notice is published in accordance with Defense Federal Acquisition Regulations (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and is a Sources Sought notice only in support of market research. All information received will be used for planning purposes only. This notice does not constitute Invitation for Bids, Request for Proposals, or Request for Quotes. The Government will not reimburse respondents for any cost associated with responses to this notice. U.S. Army RCCTO has a requirement, along with other military program offices, to work jointly to develop, test and field weapon systems.� As part of these joint flight tests, decision makers use Weather Analysis and Survivability Prediction (WAASP) software to make go/no go weather launch commit decisions. The follow-on effort is based upon the previous weather related services that utilized this software on contract W50RAJ 21 P 0006. The WAASP software enables decision makers to make a vehicle survivability assessment when direct ground-based radar measurements are not available.� Previous use of WAASP estimated the potential impact of weather on different vehicles performance using ground-based radar data. In order to support future joint flight testing, the WAASP software will require additional functionality and methodologies to create this estimate in broad ocean areas (BOA) that do not have direct three-dimensional meteorological radar measurements.� Interested sources would need to demonstrate the technical capability, corporate knowledge, and experience in providing all technical expertise in order to use and sustain the WAASP System. The Army RCCTO believes Lockheed Martin Corporation is the only responsible source capable of providing this software within the required schedule and budget; however, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 1500 CST, 15 APRIL 2022 to the Contracting Officer, Hillary S. Roy, at hillary.s.roy.civ@army.mil.
