Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 21, located at 5342 Dudley Blvd, Bldg. 209, McClellan, CA 95652 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The intended Contractor is Vitalant Blood Bank headquartered at 6210 E Oak St, Scottsdale, AZ 85257-1101. VA Northern California Healthcare System (VANCHCS), Sacramento Medical Center (Mather) requires blood and blood products to include but not limited to packed red cells, fresh frozen plasma, transfusion services, platelets, and laboratory work related to blood work to veterans available twenty-four (24) hours a day, seven (7) days a week, 365 days a year, to include holidays. This requirement is for a five years from 10/1/22 09/30/27. The blood bank (contractor) is responsible for screening voluntary donors, collecting, screening for infectious disease, separating, storing, and delivery of blood products. The blood bank must be able to deliver blood and blood products to the VA Sacramento Medical Center (Mather) for stock delivery, routine delivery, STAT delivery, and ASAP delivery that comply with the following certification/licenses/registrations: Association for the Advancement of Blood and Biotherapies (AABB) accredited Food and Drug Administration (FDA) Registered Department of Health and Human Services (DHHS) Compliant Clinical Laboratory Improvement Act (CLIA) License Vitalant Blood Bank is the only FDA approved active blood center in the city of Sacramento, CA. The VA Sacramento Medical Center cannot expand the geographic reach of available blood centers due to the two-hour STAT delivery time frame, and because of the risks involved with long distance transport of blood products. During long distance transports, blood products can be exposed to extreme environmental conditions or improper handling, which compromise the quality of the blood. Because there are no other blood banks that can fulfill this requirement, a sole source contract is required for award to Vitalant Blood Bank. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) for this requirement is, 621991 Blood and Organ Banks. Product/Service Code for this requirement is 6505 Drugs and Biologicals. The Small Business Administration (SBA) size standard for this sector is $35 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 5:00 PM Pacific Time, Wednesday, April 13, 2022. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
