- VETERANS AFFAIRS SEEKING SPACE FOR CLINICAL USE Crawford County, PA | Pre-Solicitation Synopsis The U.S. Department of Veterans Affairs Seeks Interest for 16,218 Rentable / 12,013 Net Usable Square Feet of Community Based Outpatient Clinic Space in Crawford County, PA. Notice: This is a pre-solicitation notice for solicitation number 36C24421R0073, lease number 36C24422L0018. The Government expects to release a full and open competition Request for Lease Proposals (RLP) within the next 10 days. The Government will not pay for any costs incurred because of this advertisement. Contracting Office Address: Department of Veterans Affairs (VA), Leasing and Specialized, Network 4 Contracting Office (NCO 4), 1111 East End Boulevard, Wilkes-Barre, PA 18711. Description of Requirement: The Erie VA Medical Center, Erie, PA, intends to solicit for up to 12,013 Net Usable Square Feet (NUSF) of leased space for a Community Based Outpatient Clinic (CBOC) located within delineated area listed below. Space requirement includes a contiguous space all on the first floor compliant with ADA (Americans with Disabilities Act) accessibility and VA Barrier-Free Design Standard and Architectural Barriers Act Accessibility Standards (ABAAS), meet VA Guidelines for IT security, and have no less than 75 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. Space must accommodate PACT (Patient Aligned Care Team) space model https://www.cfm.va.gov/til/Prototype/CBOC/CBOCPrototype-05-Layouts.pdf . See attached Space Requirement for an estimate of needed rooms/space. The anticipated lease will be a full-service lease to mean all utilities, security, telephone, janitorial and all-season landscape, and snow removal are included in the rental cost. Lease Term: The anticipated lease term is a firm term of ten (10) years, and additional soft term of ten (10) years for a total lease term of 20 years. Soft meaning Government has the right to terminate the Lease after a specified notification time period during the soft term. Delineated Area: Crawford County, PA. The space must be in or abounding the delineated area. North: Area in and abounding the intersection of State Highway 98 and West Road. Heading east on West Road to the intersection of Grange Center Road, heading south on Grange Center Road to the intersection of Grange Center Road and Gospel Hill Road. Heading north and then east on Gospel Hill Road to the Borough of Venango and the intersection of Gospel Hill Road and US Highway 6 and 19. Follow US Highway 6 and 19 east and then north to the Borough of Cambridge Springs. At the intersection of US Highway 6 and 19 and Church Street, heading east on Church Street which turns into State Highway 408 and follow to State Highway 77. South: Area in and abounding the corner of State Highway 27 and State Highway 173. Heading south on State Highway 173, then west, then south again to the Borough of Cochranton. Follow State Highway 173 which becomes Adams Street in the Borough of Cochranton and turns again into State Highway 173 to the intersection of State Highway 173 and State Highway 285. Heading west, follow State Highway 285 to the Borough of Conneaut Lake. East: Area in and abounding the corner of State Highway 408 and State Highway 77, heading west on State Highway 77 and then south on State Highway 408 again. Continuing south on Maplewood Road to the intersection of State Highway 198. Heading south on State Highway 198 to the intersection of State Highway 27. Follow State Highway 27 west to the intersection of State Highway 173. West: Area in and abounding the corner of State Highway 285 and U.S Highway 6/ Conneaut Lake Road, heading east on U.S. Highway 6/ Conneaut Lake Road to the intersection of State Highway 18. Heading north on State Highway 18 to intersection of Harmonsburg Road. Heading east on Harmonsburg Road to the intersection of Harmonsburg Road and South Norrisville Road. Heading north of South Norrisville Road which turns into Rundeltown Road, follow Rundeltown Road to the intersection of State Highway 98. From intersection of Rundeltown Road and State Highway 98, heading north on State Highway 98 to the intersection of West Road and State Highway 98. Additional Requirements: Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Spaces may not be considered if they have the following features: Bifurcated sites, inclusive of parking. The following space configurations may not be considered: Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. Offered space may not be considered if located in close proximity property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths. Space may not be considered where apartment space or other living quarters are located within the same building. Attention SDVOSB/VOSB: The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $30 million. Responses to this notice will assist VA in determining if the acquisition should be set-aside for competition and restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. SDVOSB, VOSB, and Small Business firms are invited to provide information to confirm socio-economic status. All business concerns must have the technical skills and financial capabilities necessary to perform the stated requirements.
