- National VA History Center Interpretive Master Plan Site Visit April 6, 2022 Questions and Responses Question regarding an architectural and engineering study and how it aligns with the interpretive master plan? Response An architectural and engineering study is planned. The exact timing has not been determined, but the hope is that it will begin before the IMP process is completed. The IMP will provide input for consideration in the A&E study. Question regarding why the IMP process is happening before the A&E study? Response This is the sequence that we are following and there are a lot of factors that will play into the project s development. Question regarding what other studies may influence the project? Response The Dayton VA Medical Center is in the process of developing a study for underutilized buildings on the campus. This includes historic buildings that could be considered for interpretation during the IMP process. The study has not begun, and the completion date has not been determined. Question regarding what other stakeholders/factors that may influence the IMP process? Response The National VA History Center Foundation is the private partner for the National VA History Center and will be instrumental in fundraising. The American Heritage Veterans Center is another potential partner/stakeholder for the project. Question regarding who is leading the project and the IMP (Dayton VA Medical center versus larger VA)? Response The VA History Office/National VA History Center staff and the rest of the Core Project Team are leading the project and the IMP. Question regarding the current collection and future collecting? Response There is an inventory of objects that have been collected so far. The IMP will help identify what objects we need to target. The final IMP will impact our collecting scope. Question about work that has been done so far regarding the project? Response The Core Project Team has completed an internal draft interpretive plan that identifies some themes and take away messages. This document will be provided to the contractor as part of the kickoff meeting. The contractor does not have to consider it a blueprint or guide for the IMP they are tasked with developing. It may be used as a starting point for conversations between the contract team and the Core Project Team (VA). Question regarding the potential for outside interpretation. Is there a set approval process for this interpretation? Response Some wayside panels and walking tours current exist. There is potential for additional interpretation of historic buildings and the landscape during the IMP process. No formal process has been established regarding approval of exterior interpretation that may be developed along with the National VA History Center. Question regarding any other public spaces/museum on campus? Response There was a military related museum in the Putnam Library building that recently relocated off campus. The American Veterans Heritage Center utilizes a small amount of space in the Putnam Library building for storage/office space. It is not open to the public. Question regarding how much of the IMP will focus on the Dayton campus/story? Response That has not been fully determined, but the IMP will cover the entire VA story including all three administrations (VBA, VHA, NCA). The story of the National Homes for Disabled Volunteer Soldiers and Dayton specifically will be included in the story that the National VA History Center tells, but it will be one element of a much larger VA history. Question regarding the IMP addressing staffing needs, or if VA staff have already identified staffing needs? Response VA staff have already identified staffing needs, but the IMP may help justify staffing needs, or identify changes in the staffing strategy. The IMP may also be a tool to identify resource allocation needs. Question regarding if the IMP may be used for development of virtual or web-based interpretation, or is it solely focused on the physical museum? Response Some efforts are ongoing related to online interpretation. There are no preconceived restrictions on what interpretation the IMP can address. The hope is that it will address all efforts regarding interpretation and will tie them together. Questions regarding outside interpretation? Response I mentioned the existence of the funeral tunnel in the cemetery as potential feature to be interpreted in the cemetery. Question regarding when the interpretive wayside panels at the Grotto and building 116 were installed? Response - I have requested this information and I will share it once it is available. Question regarding the function and interpretation at building 129? Response Currently building 129 is planned to be the archival and curatorial storage and research facility. No interpretive features or programs have been planned for this building at this time, other than a potential exterior wayside panel.
