Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Zurich Instruments (Cage: SHA62), located in Zurich, Switzerland, on a sole source basis under the authority of FAR Subpart 13.106(b), soliciting from a single source to purchase two high speed, dual lock-in amplifiers (with dual signal generators) and two high frequency current amplifiers. As part of the NIST�s continued work on spectroscopy related to atomic clocks, the Atomic Devices and Instrumentation Group requires 2 high-frequency lock-in amplifiers with high detection bandwidth and sensitivity for high-sensitivity spectroscopic measurements. We require flexible lock-in systems that can generate their own reference signals, have dual lock-in capability, and the optional ability to perform dual AM/FM modulation. This procurement will enable future research projects with the ability to perform spectroscopy with high signal-to-noise ratio using MHz-level modulation signals. The system shall meet or exceed the technical specifications identified below. All items must be new. Prototypes, first articles, demonstration models, used, refurbished or otherwise developmental systems, will not be considered for award. See the Requirements and Specifications attachments for further details. Zurich Instruments is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. The NAICS Code is 334516, Analytical Laboratory Equipment Manufacturing, with a small business standard of 1,000 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to Zurich Instruments for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above and attachments must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used, it is estimated that an award will be issued by May 30, 2022. All responses to this notice of intent must be submitted to aaron.ritter@nist.gov no later than April 18, 2022, at 10 a.m. MDT.
