- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued.M0026322R1000 is issued as a request for proposals (RFP) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 and DFARS Publication 20220318.The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a single Indefinite Delivery - Requirements Contract with Fixed Price-Economic Price Adjustment (FP-EPA) CLINs and firm-fixed-priced CLINs with a base period of one (1) year and four (4) � one (1) year option periods for Branded Furniture. �This solicitation is issued as 100% Small Business Set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 337214, with a small business size standard of 1000.All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026322R1000 attached to this synopsis. �Award shall be made to the offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Within the best value continuum, the Government will employ a tradeoff process. In order to determine which offeror provides the best value, a tradeoff process of the following factors will be conducted: Factor 1: Technical Capability (Quality, Appearance, and Design of Product; Quality Control; Warranty; Delivery, Installation, and Disposal). Factor 2: Past Performance. Factor 3: Price. Factor 1 and Factor 2 when combined are significantly more important than price. Offerors responding to this announcement shall submit their proposals in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. �Offerors must complete representations and certifications in the System for Award Management (SAM). Ensure all representations and certifications included in this solicitation are completed in SAM. If any representations and certifications included in the solicitation are not available in SAM, submit your representations and certifications in Volume I in addition to certifying that all other representations and certifications have been completed in SAM. FAR 52.212-4 Contract Terms and Conditions�Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders apply to this solicitation. All other additional contract requirements for this acquisition can be found in the attached SF 1449.Offerors must submit all questions via email to the points of contacts provided for this RFP: chad.dando@usmc.mil and kacy.m.mohead@usmc.mil. The Government will accept vendor questions until ten (10) days prior to solicitation closure. Questions received after this time may not be answered. Government responses to all questions received will be posted via a solicitation amendment. Offerors must provide a Mock-Up/Display of their proposed branded furniture. Prospective Offerors are responsible for delivery, installation, set-up, and removal of on-site display. The display will take place aboard Parris Island, South Carolina 29905 after the due date for proposals; the current date contemplated for a setup of the display by offerors is 09 May 2022.The closing date and time for this solicitation is 09 May 2022 at 9:00 AM Eastern.
