NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. United States Coast Guard Shore Infrastructure Logistics Center (USCG-SILC) has a requirement for Resource Energy Management (REM) services at multiple locations to include sites that are remote (e.g. Kodiak, AK).� The services related to energy management may include energy management, renewable energy studies and projects, energy services related training, water conservation, building commissioning, re-commissioning and retro-commissioning, energy consumption metering services, testing and evaluation of networked energy management systems, energy security, LEED, Green Globes, Energy Star, Power Purchase Agreements, consulting on carbon emissions trading programs, renewable energy credits/certificates, greenhouse gas measurement and management, high performance sustainable buildings and sustainable design principles, resilience of Federal infrastructure and operations, energy auditing, develop/support implementing energy awareness campaigns, energy project identification, enhance energy security, support of development of Energy Savings Performance Contracts (ESPC) and Utility Energy Service Contracts (UESC), rebates for energy, high performance building, energy efficiency and/or sustainability. The USCG�s upcoming scope will require the Contractor to provide five (7) full-time REMs, on-site positions (Not to Exceed 1920 hours per year for each position) The REMs shall be sited in the following locations: Civil Engineering Unit (CEU) Providence in Warwick, RI, covering District 1 units (New England region). CEU Cleveland in Cleveland, OH, covering District 5 and 9 (Great Lakes and Mid-Atlantic regions). CEU Miami in Miami, FL, covering Districts 7 and 8 (southeast, gulf coast, and western rivers east of the Rocky Mountains). CEU Oakland in Oakland, CA, covering Districts 11, 13 and 14 (west coast, Hawaii and Guam). Base Kodiak in Kodiak, AK, covering District 17 (entire state of Alaska). Facilities Design & Construction Center Norfolk, VA Facilities Design & Construction Center� Seattle, WA Included is consideration if this acquisition should be set aside for Small Business Concerns, including HUBZone concerns, Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB), Women Owned Small Business (WOSB) and 8(a) small business concerns. Applicable North American Industry Class System (NAICS) 2022 code is 541690. No Request for Quotation (RFQ) is being issued at this time. The Government intends to solicit quotations, and award a contract at, starting in the fall of 2022 and continuing over the next 5 years. Scope: The project will include the full range of Resource Efficiency Manager Support Services. Please see attached SOW. Anticipated Capabilities/Qualifications/Requirements:� At the present time, this acquisition is expected to be unrestricted in terms of business size or classification. If your firm is a small business, as established by the Small Business Administration, HUBZone certified in accordance with FAR 19.1303, 8(a) small business certified in accordance with FAR 19.802, Women-Owned Small Business (WOSB) certified in accordance with FAR 19.1503 or Service Disabled Veteran Owned Small Business (SDVOSB) certified in accordance with FAR 19.1403 and intends to submit an offer on this acquisition, please indicate this in your response. Send responses via email to Moshe S Damari at moshe.s.damari@uscg.mil with ""Sources Sought for RFQ REM Services"" in the subject. Your response should include the following: (a) a positive statement of your intent to submit a proposal for these solicitations as a prime contractor. (b) indication of your business size/classification. If applicable; include a copy of the letter from SBA stating date of small business, WOSB, or HUBZone small business certification or acceptance to the 8(a) small business program. In the case of Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR SAM PROFILE. (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers/email addresses. Responses are limited to no more than five (5) pages. Note: The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System, for Award Management (SAM) located at �https://sam.gov/content/home. A Qualified HUBZone SBC receiving a HUBZone contract for construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. Your response is required by 3:00pm PST on April 13, 2022. All of the above must be submitted in sufficient detail for a decision to be made on method of acquisition, and any expected set-aside(s).
