- SOURCES SOUGHT:� THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY!� This notice does not constitute a commitment by the Government.� All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.� Respondents will not be individually notified of the results of any government assessments. The 45th Contracting Squadron (45 CONS), is publicizing this Sources Sought Notice to gather industry information and input with respect to anticipated construction for the Upgrade of the Supervisory Control and Data Acquisition (SCADA) control system at Regional Waste Water Treatment Plant (RWWTP) on CCSFS. Cape Canaveral Space Force Station (CCSFS) anticipates a requirement that is being considered under a small business set-aside program.� The North American Industry Classification Systems (NAICS) Code proposed 237110. The size standard for NAICS is 39,500,000.00.� In accordance with FAR 36.204, the magnitude of construction for this project is between $250,000 and $500,000.� The requirement is to purchase the Upgrade of the Supervisory Control and Data Acquisition (SCADA) control system at Regional Waste Water Treatment Plant (RWWTP) on CCSFS. Salient Characteristics:� See attached documents for Salient Characteristics 45 CONS is currently seeking Small Business firms capable of providing all labor, materials, and equipment to upgrade the main supervisory control and data acquisition (SCADA) control system at the Regional Wastewater Treatment Plant (Plant) at CCSFS.� The project includes the removal of the existing programmable logic controller (PLC) and obsolete control items; integration of a new PLC; replacement of the Plant servers, network switches, and uninterruptible power supply (UPS) system; replacement of the client PCs; and replacement/upgrade of the existing SCADA software.� All work shall be done in accordance with requirement6s contained in the contract specifications, attached drawings, and applicable laws/regulations for complete and usable roadway systems. 45 CONS is interested in finding Small Businesses capable of manufacturing a product that will meet our needs, as by specification not brand name. In Accordance with the definition found in FAR 19.001 �Non-Manufacturer rule� we are looking for an offeror who manufactures an end product in the United States or its outlying areas. This a Request for Information (RFI) only.� This RFI is in support of market research being conducted by 45 CONS to determine potential sources capable of fulfilling all requirements associated with project DBEH 12-1765.� The purpose of this RFI is to gain knowledge of interest, capabilities, and qualifications of Small Business firms that can support this requirement as a prime contractor.� The government requests interested parties to submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses (SDVOSB), or, if applicable based on NAICS code, Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Women Owned Small Businesses (WOSB)f or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.� The Government will use this information in determining its small business set-aside decision.�� As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. All interested firms shall submit a capabilities package that explicitly demonstrates company capability to manufacture the product that will meet our needs, as by specification not brand name. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Include in your capabilities package your DUNS, Cage Code, and System for Award Management expiration date.
