Description
The National Park Service (NPS) is issuing a concessions prospectus on Monday, April 4, 2022, for a 10-year concession contract to provide general retail merchandise sales within Fort McHenry National Monument and Historic Shrine.� The new contract is expected to be effective January 1, 2023. The Regional Director has determined, under 36 CFR � 51.36, that no Preferred Offeror exists for this Draft Contract. This solicitation for commercial services is fully competitive. Fort McHenry National Monument and Historic Shrine (the Fort) is in the peninsular neighborhood of Locust Point in Baltimore, Maryland. The Fort also serves as a key site along the 290-mile Star-Spangled Banner National Historic Trail. Locust Point is also home to the Baltimore Museum of Industry and Latrobe Park. The Fort is three miles southeast of downtown Baltimore and the Inner Harbor and just off Interstate 95. The trip takes approximately 20 minutes by passenger vehicle and 45 minutes on public transportation. The Fort is withing driving distance of three area airports: (1) Baltimore/Washington International Thurgood Marshall Airport, (2) Ronald Reagan Washington National Airport, and (3) Washington Dulles International Airport. Over 2.7 million people live in the greater Baltimore metropolitan area (Exhibit 5).8 And as of 2019, 27 million tourists visit Baltimore each year.9 Most visitors reach the Fort by private passenger vehicles, tour buses, or by ferry, when available. Free parking is available at the Fort. Visitors can also reach the Fort by public transportation, including the Charm City Circulator (Banner Route) and MTA bus service. Visitors also use bicycles, taxis, rideshares, or other livery services to reach the Fort. The prospectus is available on the NPS website at: https://www.nps.gov/subjects/concessions/prospectuses.htm. Hard copy prospectuses are not available. The NPS will lead a site visit on Tuesday, April 19, 2022.? Attendance is not required in order to submit a proposal.? Each party intending to attend the scheduled site visit must send an email message to Andrew Gertge (NER_Concessions@nps.gov), Senior Concessions Specialist, no later than 4:00 p.m. (Central Time) Tuesday, April 12, 2022, to reserve a spot for the site visit. The email must provide the following information: Name Name of the organization you are representing Primary contact for the organization Names of the other site visit attendees for your organization The NPS will provide further information and additional directions by return email message to the organization's identified primary contact.? Questions in response to this prospectus are due in writing by 4:00pm Eastern Time on May 3, 2022, by email to NER_Concessions@nps.gov. Answers to questions received will be published under this Contract Opportunity on �https://sam.gov/. An intent to submit an electronic proposal is due in writing by 4:00pm Eastern Time on June 7, 2022, by email to NER_Concessions@nps.gov. Proposals must be submitted electronically to the National Park Service. All proposals are due by 4:00pm Eastern Time on June 21, 2022, to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the NPS will award the concession contract. Instructions for electronic submissions of a proposal are provided in the Proposal Instructions document of the prospectus.
