- Notice of Intent to Issue a Sole Source Contract for BOWHEAD Vessel Ice Management System This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed-price contract on a sole source basis to the Serco Inc. of Herndon, VA, in accordance with FAR Part 15 and FAR Subpart 6.302-1. BSEE anticipates entering a contract with Serco Inc for the project entitled, ""Advancing the BOWHEAD Vessel Ice Management System."" The BOWHEAD was designed by Serco to manage ice in a broken ice environment and allow oil to be collected in a boom system for recovery by standard skimmer equipment. For this requirement, Serco will retrofit the current BOWHEAD prototype to implement recommended enhancements. The BOWHEAD will then be tested to quantify how much it improves oil recovery in a drift ice environment over current oil spill recovery methods - specifically focusing on free skimming/dynamic ice skimming tactics employed by Alaska oil spill removal organizations. BSEE will also seek opportunities to demonstrate the BOWHEAD in the great lakes region or Alaska to test its deployability and operability in field conditions. The BOWHEAD is Serco's own unique design. And they have a unique method for enhancing oil recovery in a drift ice environment. They have unique knowledge of BOWHEAD system and have already conducted preliminary assessments and documentation of enhancements that will be made to the BOWHEAD. These conditions prevent another contractor from maturing the design. As such, Serco is the only source that is able to continue work to develop this unique system for BSEE. It is anticipated to be a Firm-Fixed-Price type contract with a period of performance of 24 months will be awarded during the third quarter of Fiscal Year 2022 for an estimated range around $250,000 to $300,000. The applicable NAICS Code is 541715 (Research and Development in the Physical, Engineering, and Live Sciences (except Nanotechnology and Biotechnology). THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Office by 4:00PM, Eastern Time on April 19, 2022. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
