Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL) intends to award a contract on a sole source basis to Turner Designs, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CHL�s Navigation Branch (NB) in Vicksburg, MS seeks to procure thirty (30) C-FLUOR Fluorometers and associated cabling for use with the GLMRIS/Brandon Road Lock Flushing Physical Model Study. These instruments will be used to determine the efficiency and effectiveness of proposed lock flushing design concepts for Brandon Road Lock. Requirement Specifications: 2120-000-R Fluorometer: Power consumption < 12mA @ 12vdc, 3 � 15vdc allowable power range, Response time: T99 < 0.6 seconds, Factory calibration to Rhodamine WT with no field calibration needed, 2000-meter depth rating, Titanium housing and connector, Analog Output 0-5v, .875 diameter to fit existing mounts, Detection Wavelengths: 400 � 850 nm, Ambient temperature range: 0 to 50 C, and Water temperature range: -2 to +50 C 2100-751 � Cable Assy � C7, 10 Meter: Compatible with 2120-000-R fluorometers C-Fluor (RWT) Rhodamine sensors Turner Designs, Inc. has been identified as the only source capable of fulfilling the governments requirement. ERDC-CHL currently owns and operates an existing data acquisition system.� C-FLUOR Probes are sensitive, extremely low power single wavelength in-situ sensors available in several optical configurations for fluorescence or turbidity detection. C-FLUOR is the only low-power submersible probe on the market that is compatible with CHL�s existing data acquisition system. C-FLUOR Probes can be used independently with loggers and the new sensors being procured must integrate directly with the existing sensors in the DAQ system for simultaneous measurement capabilities. The current sensors working within the representative model must continue to obtain the key data required for computational analysis and the research team is further expanding this model to integrate additional sensors for a larger data set. The sensors being the same brand, make and model is exceptionally critical for ensuring the sensitive/consistent data for validation, limiting the anomalies/data noise, pattern of error considerations, and pattern of comparisons for overall validation and success of the research data collected.� The desired sensor technology and cabling must be the same to ensure accurate testing within the research parameters being conducted.� As such, Turner Designs, Inc. is the only provider capable of fulfilling the Government�s requirement in its entirety. The associated North American Industry Classification System (NAICS) code is 334519, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 6 April 2022 to Frank.J.Pete@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
