- NOTICE OF INTENT: Common Hypersonic Glide Body (CHGB) Technology Insertion 22 (TI-22) Prototype Project under Other Transaction Agreement (OTA) THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE PROTOTYPE PROJECT AND IS NOT A REQUEST FOR PROTOTYPE PROPOSALS OR WHITE PAPERS. The United States Army Program Executive Office for Missile and Space (PEO MS) intends to issue a sole source Request for Prototype Proposal (RFPP), in accordance with 10 U.S.C. � 2371b, to Dynetics Technical Solutions (DTS), 1051 Enterprise Way, Huntsville, AL 35806, for the award of a prototype Other Transaction Agreement (OTA) for Common Hypersonic Glide Body (CHGB) Technology Insertion 22 (TI-22) Prototype. PEO MS has a requirement to prototype and test new CHGB prototypes. These prototypes follow from a design developed by the National Labs supporting the Army�s larger modernization strategy for Long Range Precision Fires.� The follow-on effort is based upon the previous prototypes developed under Aviation & Missile Technology Consortium (AMTC) Other Transaction Agreement (OTA) W9124P-19-9-0001, and competitively awarded to DTS under Project Agreement AMTC-19-03-065. The enhanced prototypes will incorporate the technological advancements of CHGB TI-22, including developing and integrating datalinks into the system. The prototype project will also incorporate lessons learned from flight tests, with secondary goals of reducing unit costs, and removing obsolete parts in an effort to increase the prototypes� military utility. In accordance with the design changes associated with TI-22, approximately thirty-one (31) new CHGB prototypes will be developed (estimated to be 18 in FY24 and 13 in FY25) to support Army and Navy requirements, although the specific numbers may increase or decrease depending on demonstrating and testing requirements and funding availability.� The PEO MS in coordination with Rapid Capabilities and Critical Technologies Office (RCCTO) believes DTS is the only responsible source capable to develop and deliver this prototype within the required schedule and budget; competition of this effort is not practicable and will not meet mission and fielding requirements.� This notice of intent is not a request for competitive proposals or white papers, nor will a solicitation document be posted for this requirement; however, all responsible sources may submit a capability statement demonstrating the ability to provide the requested prototypes, which shall be considered by the agency before the intended award date. Subcontracting opportunities may be available and should be sought with the prime, DTS. Interested parties should submit a capabilities statement with a maximum of ten (10) pages. Responses should include the following: Describe available dedicated capabilities (facilities, tooling, processes) to produce high precision military equipment Describe experience of fabricating hypersonic glide bodies, or in the alternative, fabricating/manufacturing complex weapons systems and (whether the experience relates to hypersonic glide bodies or other complex weapons systems) transitioning such technologies from National Labs Describe recent (within the last two years) experience supporting hypersonic tests Discuss the Vendor�s potential schedule, risk and assumptions Provide a Rough Order of Magnitude (ROM) cost with a brief explanation of how the Vendor arrived at the ROM Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government will not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
