- The U.S. Geological Survey (USGS), Earth Resources Observation and Science (EROS) Center, Sioux Falls, SD, has a requirement for the purchase of two (2) GPS Referenced Time Sources for Landsat Ground Station (LGS) in use by Land Satellites Data System (LSDS) projects at EROS. These units will form the central portion of the LGS timing subsystem. This subsystem is required to meet mission requirements. The current timing system is past end of life, considered obsolete by the manufacturer, and limited support is available for it. In addition, due to the internal functioning of the current system, the unit will not be able to lock on the GPS signal to receive high precision time information after September of 2022. At that time, the LGS will no longer meet mission requirements. The USGS is aware of no other source that can provide the specifications that were provided within the NASA SEWP and Open Market Requests for Quotations (RFQs). The USGS requests SyncServers. Therefore, the USGS intends to make an award to Microsemi Frequency and Time Corporation, unless it is contacted by any vendor who believes they can provide the same product. Vendors are invited to contact the Contracting Officer, Nicole Demby (ndemby@usgs.gov) no later than 12:00PM EST, Friday, April 8, 2022 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor�s unique qualifications: The Land Satellites Data System (LSDS) Mission Operations Project (LMOP) utilizes the sync server timing system to receive Landsat 7, 8 & 9 satellite contacts. These units form the central timing and distribution network for various time protocols. This timing is critical to the operation of the Landsat Ground Station (LGS). High precision time is required for all missions but is especially critical for Landsat 7 due to the nature of the mission. The current timing system is considered obsolete by the manufacturer and has minimal support and is not considered repairable. The second unit is to be used as a shelf spare to minimize any down time due to component failure as time to send to a repair depot would result in mission requirements not being met and potential data loss. The SyncServer S650 is a GPS referenced time source capable of supplying, but not limited to, IRIG A, B, G, 1/5/10 MHz signals. The following options are required to meet various mission requirements: Dual AC power supplies, FlexPort to allow for selecting the output and configuring the ports, and the Low Phase Noise module to provide high quality reference signals to the LGS. The Low Frequency Distribution Amplifier adds additional ports supplying the IRIG signals. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) � only source reasonably available. Two RFQs were released, one on NASA SWEP and another on the open market. No official responses were received that met technical specifications. The only response received that met technical specifications was an unofficial response by the company Base Eight Inc, and thus could not be considered in the RFQ. This sole source procurement request is now for the one vendor with the unofficial response that met technical specifications (Microsemi Frequency and Time Corporation dba Base Eight, Inc.). Extensive vendor research was performed to identify a unit that could meet all the requirements. An open competition procurement was performed as well. None of these resulted in identifying any other vendor. In the future, all procurements of these components will begin with an open competition procurement.
